CULTURAL RESOURCES DEPARTMENT DIRECTOR

REGULAR/FT

EXEMPT - LEVEL 13

SALARY: $31.28

GENERAL DEFINITION: The primary responsibility of this position is to provide professional leadership, guidance and support to programs under ZCRC to include strategic planning, organizing, and directing all functions required to operate and maintain services. Ensures program operations, including fiscal and administrative management operate efficiently and effectively. Responsible for quality assurance, implementation of policies and procedures and compliance.

SUPERVISION RECEIVED: Work is performed under the direct supervision of the Tribal Administrator or designee.

SUPERVISION EXERCISED: Supervises the Librarian, Museum Coordinator, Archivist and Vital Statistic Coordinator.

DUTIES:

Manage all aspects of researching, preparing, and promoting community events or related services to sustain cultural and heritage within the Zuni community.

  • Collaborates with staff in the planning, development, and implementation of exhibitions, initiatives, programs and activities that promote Zuni culture, language and history while integrating components of traditional culture and contemporary education.

  • Promotes positive public relations for programs and encourages public awareness and appreciation for historical and cultural resources.

  • Collects, catalogs, and ensures protection and preservation of historical and cultural objects and other materials.

  • Oversees and maintains, in conjunction with the Library and Museum staff, multimedia databases of archival and historic records and materials available to the local community, general public, educators, students, and researchers.

  • Manages purposeful and impactful partnerships with local schools, community organizations, other tribal cultural institutions, and other tribes and indigenous communities.

  • Facilitate dialogue and community engagement to promote historical and cultural preservation, and educational resources.

  • Initiate sustainable partnerships with other arts, cultural, and history related organizations, community-based and academic organizations to maintain a positive climate of collaboration and inclusiveness to the program.

    Manages and administers fiscal and grant management operations of the program and/or agreements to ensure funds are used appropriately, adequate documentation of transactions are maintained, and assets are safeguarded.

  • Prepares budgets, budget revisions and scope of work for submittal on an annual basis and as need for revision.

  • Reviews and approves all expenditures for the program to ensure accuracy of the cuff account and ensure funding is available to achieve program goals and objectives.

  • Analyze funding resources, develops new funding sources, and prepares grant proposals to develop new services.

  • Provide guidance and expert advice to management and other groups on technical systems, and process related topics.

  • Prepares and submits monthly, quarterly and annual reports, activity reports and plans for current and future operations to funding agencies, and Tribal Administration.

    Monitors program activities, program objectives and compliance with all contracts and other applicable regulations to management effectiveness of programs and the efficient use of resources.

  • Monitors and conducts performance evaluations of all supervised staff according to personnel policies.

  • Monitors trainings and certifications of staff to ensure all individual development plans are in place in accordance to related position descriptions.

  • Develops and revises standard operating procedures for structure and activities under the program.

  • Conducts and monitor overall quality of services and implement improvements, as necessary.

  • Conduct regular staff meetings to ensure communication among staff about program services, goals and objectives, outreach activities and other pertinent information that impacts staff and/or programming.

    Directly supervise and coordinate program activities to perform program goals and objectives to comply with all funded contracts and other applicable regulations.

  • Facilitate strategic planning sessions to guide department’s organizational direction and conduct a comprehensive assessment to identify opportunities for strengthening services.

  • Maintain staff by orientating, cross training, training employees and supporting personal and professional growth opportunities.

  • Maintain staff retention through coaching, counseling, and addressing complaints through conflict resolution.

  • Accomplish program objectives by empowering and supporting staff; including providing guidance, organizing and monitoring work processes

  • Maintain safe and healthy work environment by enforcing standard operating procedures and adhering to personnel policies and procedures.

  • Monitors operation of the program by developing schedules, assigning and monitoring work, gathering resources, implementing productivity standards, resolving operation problems, maintaining reference manuals, and implementing new procedures.

  • Provide quality service by enforcing quality and customer service standards.

    Responsible for archival management.

  • Organizes, assigns, directs, monitors and evaluates the implementation of plans within the program.

  • Create and maintain accessible retrievable computer archives and databases, incorporating current advances in electric information storage technology.

  • Direct activities of workers who assist in arranging, cataloging, exhibiting and maintaining collections of valuable materials.

  • Organize archival records and develop classification systems to facilitate access to archival materials.

  • Prepare archival records such as a document description, to allow easy access to information.

  • Preserve records, documents, and objects, copying records to film, videotape, audiotape, disk, or computer formats as necessary.

  • Provide reference services and assistance for users needing archival materials.

  • Select and edit documents for publication and display, applying knowledge of subject, literary expression, and presentation techniques.

  • Appraise, edit, and direct safekeeping of permanent records and historically valuable documents.

  • Participate in research activities based on archival materials.

  • Provide reference services and assistance for users needing archival.

    Authenticate and appraise historical documents and archival materials.

  • Research and record the origins and historical significance of archival materials.

  • Specialize in an area of history or technology, researching topics or items relevant to collections to determine what should be retained or acquired.

    Performs other related duties as assigned.

    MINIMUM QUALIFICATIONS

    KNOWLEDGE, SKILLS & ABILITIES: Knowledge of Zuni culture and history. Knowledge of effective management practices and the ability to implement policies and procedures to accomplish goals. Knowledge about the fields of archives, libraries, and museums. Knowledge of archive/library/museum-relevant information technology applications. Knowledge of best practices and standards of cultural heritage institutions. Knowledge and understanding of related cultural resources disciplines to the degree that helps ensure their proper consideration in the planning for cultural resources management and preservation. Knowledge and sensitivity to understanding of the issues related to the care, handling, and preservation of cultural objects and information. Skilled to commitment to fostering a diverse cultural and educational learning environment and workplace. Skilled in organizational, interpersonal, and problem-solving capabilities. Skilled in oral and written communication. Skilled to promoting a collaborative environment of trust, inclusion, and transparency. Skilled in utilizing and proficiency in operating personal computers and peripheral devices. Ability to provide vision, leadership, and direction. Ability to multitasking paying attention to detail information. Ability to perform administrative support duties and to manage and track budgets and expenses. Ability to organize and prioritize work with a high degree of initiative and independence. Ability to operate computer office applications such as Microsoft Outlook, Word, Excel, Access, PowerPoint or other productivity software. Ability to demonstrated knowledge of current trends and issues in archives, libraries, and museums. Ability to prepare and present reports both orally and in writing.

    TRAINING & EXPERIENCE: Bachelor’s degree in library science, archival studies, or museum studies, or other similar field; with three (3) years of program management or related experience to demonstrate the ability to perform the duties of the position; and two (2) years of supervisory experience.

    LICENSE & CERTIFICATES: Must possess a valid New Mexico Driver’s License with no DWI/DUI convictions within the past three (3) years. Driving is not an essential part of the duties. Must be insurable for liability purposes.

    PHYSICAL DEMANDS: Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items, driving an automobile, etc. No special physical demands are required to perform the work. Regular exposure to favorable conditions such as those found in a normal office.

    SPECIAL WORKING CONDITIONS: Position is subject to a Pre-Employment drug testing. Position is safety sensitive and will be subject to random drug screening for the duration of employment. Must undergo and successfully pass a thorough character background check including FBI Fingerprint. May require some work in the evenings and on weekends.
