Defense Media Activity Supervisory Audiovisual Production Specialist in Yokota Air Base, Japan

Summary The Defense Media Activity (DMA) mission is to implement the provisions of Department of Defense (DoD) Directive 5122.10 and provide centrally managed programs for command/internal information activities of DoD and to advise and assist the Assistant Secretary of Defense for Public Affairs (ASD (PA)) in the management operation of the DoD internal information program and DoD public affairs and audiovisual training and education. Responsibilities As a Supervisory Audiovisual Production Specialist you will be responsible for the following duties: Plan, organize and oversee management of resources, including budget, personnel, training and equipment in support of operational activities of the American Forces Network (AFN) component, including visual, audio, and written content development and distribution. Develop and execute operational concepts for AFN affiliates and bureaus, which support INDOPACOM and MAJCOM communication strategies and public affairs objectives. Analyze AFN workflows, policies and procedures for creating media content intended to meet client communications goals. Organize, manage, and monitor AFN operational taskings both internal to the directorate, and from levels above. Ensures application of DoD American Forces Network operations and management manpower standards are adhered to and reflected as operational requirements, current and future budgetary allocations are adequately funded and in compliance with DoD guidelines. Requirements Conditions of Employment Qualifications This position has a Basic Requirement for the 1071 series: Education: Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. Or Specialized Experience (for positions above GS-5): Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Specialized experience required for this position is: Manage the resources of an agency to include budget, personnel, training, contracts, and equipment. Manage and assess production workflows; write and coordinate issuances related to production techniques, standards, and operations; develop or assess Project Management Action Plans. Specifically you will be evaluated on the following competencies: Communications and Media Problem Solving Project Management Teamwork INFORMATION FOR OVERSEAS: Overseas tour of duty for is projected to be 36 months. You may be required sign a Transportation Agreement. - Incumbent may be subject to the 5-year foreign area limitation according to the DoDI 1400.25-V1230, dated 26 July2012. - Applicants who are currently stationed overseas, must have enough time to meet the initial tour stated above. - Applicants who have returned from an overseas tour, and have not been physically present in the United States (CONUS) or Non foreign area for 2 continuous years, may require a waiver. NOTE: If you have not completed 5 years overseas and return to a CONUS assignment, that time spent overseas counts towards the 5 year limitation, unless you have been in the States for at least 2 continuous years. . - Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location. - Applicants hired from the Continental United States (CONUS) and their family members (who are US citizens) are required to obtain Official Passports prior to departure to the overseas area. - May be subjected to a variety of environmental conditions typical of the overseas areas in which traveling, to include the potential for exposure to acts of terrorism. - Payment for travel and transportation expenses may be authorized. This includes government paid travel transportation, shipment and temporary storage of household goods, and possibly other entitlements based upon the JTR and agency policy. You may be required to sign a transportation agreement. The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent or designated alternate, may be required to perform the E-E duties until relieved by proper authority. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent, or designated alternate, be removed from any military recall status.
