Air Force Materiel Command INDUSTRIAL SECURITY SPECIALIST - DIRECT HIRE AUTHORITY in Wright-Patterson AFB, Ohio

The primary purpose of this position is to serve as a security specialist, providing industrial, information, personnel, physical security, operations security and security education programs for HQ Air Force Materiel Command (HQ AFMC). Responsibilities Implements and Administers the Industrial Security Program. Implements DoD, USAF and MAJCOM directives and local procedures for management of the Industrial Security Program. Reviews solicitation and contract documents to ensure they include the appropriate security clauses and language. Implements and manages the Operations Security (OPSEC) program. Performs tasks in support of established security programs to protect information, personnel, property and material from unauthorized disclosure, theft, assault, or sabotage. Implements and Administers the Information Security Program for the Organization. Implements DoD, USAF and MAJ COM local policies and procedures for application within the HQ AFMC. Implements policy and procedures covering the Personnel Security Program for the Organization. Establishes organization implementing procedures for processing requests for security clearances for military, civilian and contractor personnel. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in implementing and administing a Security Program including assisting with input of security requirements and conducting security inspections. Reviews for approval, personnel security clearance investigations containing derogatory information and performs tasks in support of established security programs to protect information, personnel, property and material from unauthorized disclosure, theft, assault, or sabotage. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of industrial and operations security to plan and implement security programs in this area. 2. Knowledge of personnel and information security concepts, principles, and practices to collaborate with those specialists and produce converged policies and recommendations. 3. Knowledge of Air Force contractual practices and requirements for appropriate security clauses and languages in the development and purchase of aerospace weapon systems. Must be familiar with civilian industrial organization, operations, and management practices. 4. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the SAF. 5. Ability to communicate orally and in writing, clearly, concisely, and accurately. 6. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 7. Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. This certification requirement only applies to employees assigned to an indexed CPD or SCPD position on or after 14 March 2016. Incumbent employees assigned on or before 13 March 2016 are not required to obtain the DoD certification(s) listed above. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
