This position provides leadership and oversight for the Minnesota Pollution Control Agency’s (MPCA) Watershed Division Feedlot Program. It sets the strategic direction, manages resources, and ensures the effective development and delivery of feedlot permitting, compliance, and enforcement activities. Through establishing program objectives, guiding policy initiatives, and collaborating with internal and external stakeholders, the position supports environmental protection goals, compliance with regulatory requirements, and the integration of continuous improvement practices.

Minimum Qualifications

Candidates must demonstrate the following qualifications:

Two (2) years of experience supervising environmental activities in one of the following program areas: Water Quality, Air Quality, Solid Waste, Hazardous Waste, Environmental Clean-up. Experience should include supervising staff; exercising fiscal control and/or preparing budgets; developing and implementing policies, procedures, criteria, and/or guidelines. Experience should be at the level of State classes Pollution Control Specialist Principal, Engineer Principal (supervisory) or equivalent;

OR

Four (4) years of advanced professional experience in an environmental program in one of the following program areas: Water Quality, Air Quality, Solid Waste, Hazardous Waste, Environmental clean-up. Experience should be at the level of Environmental Specialist 3/4, Hydrologist 2/3, Planner Principal State (Environmental), Engineer Senior, Engineering Specialist Senior, or equivalent. Experience must include demonstrated skill in the following areas: 1) plan/implement strategies; 2) interpret policy and regulations; 3) motivate and lead employees effectively; 4) work as a team member and leadership role in internal/external teams or work groups;

OR

A combination of the above experience (A and B) determined to be equivalent

AND

Ability to communicate effectively to all audiences, and to interpret complex policies and regulations and effectively communicate agency positions to project proposers, other governmental entities, and the public.

Effective facilitation skills to manage discussions in difficult settings

Valid Class D Driver's License (see additional requirements).

Preferred Qualifications

Understand federal and state regulatory frameworks and their applicability to water projects, especially the state Feedlot Rules.

Experience negotiating controversial enforcement actions.

Accomplished management skills to guide and direct a number of complex development projects.

Experience and ability to work cooperatively with Minnesota counties, USEPA, tribal nations, public and private entities and sector-based teams to ensure compliance and promote environmental protection.

Demonstrated understanding of legislative processes. Experience achieving environmental results in either regulatory or non-regulatory situations under challenging circumstances.

Experience working with and fostering diversity in the workplace.

Physical Requirements

Requires occasionally moving such articles as file boxes and heavy hand tools or heavier materials with help from others and/or moving light objects frequently. A job in this category may require maintaining a stationary position to a significant degree or may involve a certain amount of moving necessary in carrying out job duties.

Additional Requirements

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.

Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
