Responsibilities Responsible for the technical and administrative supervision of professional, technical, clerical, and administrative positions to carry out the mission of the organization. Oversee the recruitment, selection, promotion, and training activities to ensure compatibility with staffing plans, personnel requirements, and funding levels. Provide overall coordination and oversight in the monitoring and analyzing of the budget within the District. This position has overall responsibility for accomplishment of administrative program goals and office service support for the District. Manage general information and reception services that are provided to the public and district staff for all program areas. Responsible for decision making for different areas such as fleet management, property management, facilities and building management, records, reports, visitor services, collections and billings, travel, and safety. Plan and coordinate workforce planning, position management, and organizational workload studies and/or activities; and maintains the Table of Organization (TO). Conduct a variety of analytical studies and analyses involving programs and operations, administrative systems, workflows, and reporting requirements to increase efficiency and effectiveness of program operations. No assumptions will be made about your experience. For the GS-11: One (1) year of specialized experience equivalent to GS-09 in the Federal Service. Specialized Experience is further defined as responsible for managing, planning, organizing, directing, and coordinating the administrative functions of an office in areas such as time and attendance, facilities and building management, budget, fleet management, travel, coordinating with Human Resources on administrative personnel matters, collections and billings, and visitor services; plan the work activities, set goals and priorities, and evaluate performance for subordinates; explain administrative processes and procedures to office employees; OR completed a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher graduate education leading to such a degree in a directly related field; OR an equivalent combination of the graduate level education and specialized experience described above. Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate undergraduate/ graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is primarily sedentary, although there is some walking, standing, bending, carrying a light items, such as papers, books, or office supplies. The incumbent may be required to drive an automobile. Work Environment: Work is typically performed in an adequately lighted and climate-controlled office. Education This position falls under the Administrative Officer Series, 0341 Individual Occupational Requirements (IOR). This position allows for education to be substituted for specialized experience (see qualification section for education requirements).
