Description of Work

This position is located in Division 11 in the District III Engineer’s office in Wilkes County. This position will be responsible for the processing and review of driveway permits, site plans, utility and non-utility encroachment agreements, subdivision plans, and road additions/abandonments. This position will perform on-site inspections for compliance to NCDOT specifications for driveway permits, encroachments and subdivisions. Employee in this position will conduct pre-construction meetings with requesting parties. Employee will perform field inspections and prepare deficiency letters as it relates to road additions, driveway permits and encroachments. Employee in this position will meet with utility representatives, contractors, property owners, and others to discuss adherence to policies and procedures, answer questions, and address complaints from the general public by telephone, written correspondence, or in person. This position will assist the Division as needed during emergencies and inclement weather.

Ability to effectively communicate with engineers, developers, members of the public, public officials, and NCDOT personnel. Ability to review driveway permits and encroachment plans, identify areas that are not in compliance with NCDOT standards, and respond to the applicant with a list of deficiencies. Position requires excellent organizational and time-management skills to ensure permits, agreements and projects are completed accurately and in a timely manner. Position requires the ability to write memos and reports that clearly convey technical information and engineering concepts. Ability to survey and inspect construction sites in rough terrain and variable temperatures.

Knowledge, Skills and Abilities / Competencies

  • Customer service experience related to resolving problems that involve explaining complicated engineering concepts to various customer groups.

  • Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.

  • Experience analyzing and interpreting highway construction plans.

  • Experience working in a team environment to complete assignments.

    Additional Expectations: Safety toe shoes required.

Minimum Education and Experience Requirements

Associate’s degree in Civil Engineering Technology, Survey Technology or assigned discipline from an appropriately accredited institution and three (3) years of progressive technician level experience; or an equivalent combination of education and experience.
