This position will assist the Bridge Program Manager in providing management of bridge projects within Division 11. This position will provide the engineering support needed to effectively manage and coordinate the project development and design efforts between NCDOT, Consultant Engineering Firms and Support staff. This includes but is not limited to preliminary scoping of projects, setting up project delivery dates, funding requests, reviewing project designs, coordinating utility relocations, project estimates, assist with Right of Way issues, manage and oversee consultant engineering firms, prepare for and attend public meetings, communicate verbally and in writing with public officials, consultant and NCDOT personnel, environmental and other agencies as well as the general public. This position provides engineering and design guidance to departmental engineering staff, private engineering firms and local municipalities and serves as a liaison between these firms and municipalities and Division staff. This position will provide status reports of projects and funding sources to the Bridge Program Manager and project development staff on a regular basis. These duties are included to provide the support needed to ensure projects stay on scope, schedule and budget while minimizing and managing risks.
Knowledge, Skills and Abilities / Competencies

Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision.
Experience making recommendations and decisions for simple or complex project development based on reviewing plans for completeness, compliance with engineering principles, standards, and design needs.
Experience in the development and/or review of engineered design plans and details to determine compliance and compatibility with construction and engineering principles, designs and statutes.
Demonstrated knowledge of NCDOT design principles, AASHTO guidelines and all phases of preparation of NCDOT preliminary plans, right of way plans and construction plans.
Demonstrated knowledge of time and budget management practices and requirements needed for development of multiple projects with minimal supervision.
Additional Expectations:
Sound knowledge and understanding of engineering and environmental analysis concepts, practices and theories used in project development and construction engineering of transportation facilities. Experience working with private engineering firms for review of designs, submittals and studies. Experience organizing resources, project development, scheduling, and coordinating work in order to maintain schedules. Customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups.
Preference will be given to registered Professional Engineers. Employee will traverse uneven and difficult terrain. The selected applicant will be expected to legally operate a motor vehicle in all kinds of weather including snow and ice.
Minimum Education and Experience Requirements
Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.
Necessary Special Qualification
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
