We are seeking a skilled and experienced Pension Manager to oversee our pension program and deferred compensation program for City employees. The ideal candidate will have a strong background in pension administration, investment management, and employee benefits. This role will be responsible for managing all aspects of the City\'s pension program, including plan administration, compliance, investment management, benefits administration, and employee communications.

The Wichita Retirement Systems (WRS) include both defined benefit and defined contribution plans for eligible City employees. The funds are well managed, with funded ratios over 90%. The WRS serves over 3,000 retirees and beneficiaries as well as over 3,000 active and deferred participants.

Examples of Work Performed
  • Manage the day-to-day operations of the City\'s pension program, ensuring compliance with all applicable laws, regulations, and policies.
  • Oversee the administration of pension benefits, including processing retirements, disability claims, and beneficiary designations.
  • Develop and implement investment strategies to optimize the performance of the pension fund while managing risk.
  • Monitor and evaluate the financial health of the pension fund, preparing regular reports for senior management and the City Council.
  • Serve as the primary point of contact for strategic issues regarding pension-related inquiries, providing guidance and assistance as needed.
  • Collaborate with external consultants, actuaries, and investment advisors to ensure the effective management of the pension program.
  • Stay informed about industry trends, legislative changes, and best practices in pension administration.

  • Knowledge of and the ability to apply management principles and techniques.
  • Knowledge of and the ability to apply accounting principles and practices.
  • Ability to understand and apply relevant state, federal and local laws, statutes and regulations.
  • Ability to perform statistical studies and compile, compose, and present material in written, graphic, and oral form.
  • Ability to develop and maintain effective working relationships with associates, other employees, and representatives of other organizations.
  • Ability to define problems, collects data, establish facts and draw valid conclusions.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • May require ability to acquire and maintain a valid Kansas driver\'s license.
  • An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.
Required Experience and Training
  • Bachelor\'s degree in finance, accounting, business administration, or a related field; Master\'s degree preferred.
  • At least 5 years of experience preferred in financial management, accounting, and/or pension management, with experience in pension administration, benefits administration highly desirable.
  • Certified Employee Benefits Specialist (CEBS), Certified Pension Consultant (CPC), or similar certification preferred.
  • Knowledge of federal and state laws governing pension plans, including ERISA, IRS regulations, and GASB standards preferred.
  • Proficiency in financial analysis, investment management, and risk assessment is highly desirable.
  • Excellent communication skills, with the ability to effectively interact with a variety of stakeholders, employees, retirees, and external partners is highly desirable.
  • Strong organizational skills and attention to detail, with the ability to manage multiple priorities in a fast-paced environment.
  • Demonstrated leadership abilities, with experience supervising staff and leading cross-functional teams.
  • Must be legally authorized to work in the United States without the need of a sponsorship.
