Distinguishing Features of Work

The City of Wichita Law Department is seeking an experienced and highly capable Deputy City Attorney to join our dynamic legal team. This pivotal role involves providing expert legal support and guidance in areas including transit law, airport law, and construction law. We are looking for a legal professional with at least five years of experience advising on one or more of these specialized areas.

As Deputy City Attorney, you will oversee the legal operations and regulatory compliance for Wichita\'s small bus transit system and its small-hub commercial airport. Key responsibilities include negotiating and drafting complex contracts and leases, preparing legal opinions, and ensuring compliance with local, state, and federal laws. You will also interpret and apply statutes, regulations, case law, and evidentiary rules.

Examples of Work Performed
  • Lead a staff team in negotiating complex contracts and leases.
  • Draft contracts, resolutions, and other legal documents
  • Prepare and review opinions.
  • Interpret and apply statutes, regulations, case law, and evidentiary rules.
  • Participate in managerial planning in different departments to foresee and prevent disputes.
  • Attend conferences and meetings of various commissions and boards as assigned.
  • Serve internal clients including Transit, Airport, Public Works and Utilities, and Information Technology
Requirements of Work
  • Graduation from an accredited school of law and admitted to practice before the Supreme Court of the State of Kansas or eligibility for admission by reciprocity.
  • Minimum of five years of experience in professional legal work, preferably for a municipality
  • Thorough knowledge of civil law principles and procedures, especially as they relate to municipal corporations.
  • Strong knowledge of legal research and investigation methods
  • Familiarity with judicial procedures and rules of evidence in federal and state court
  • Ability to analyze legal documents and anticipate implications or performance.
  • Excellent interpersonal skills and the ability to develop and maintain effective working relationships.
  • Strong written and oral communication skills
  • Valid Kansas driver\'s license or ability to acquire one.
  • Must be legally authorized to work in the United States without the need for sponsorship.

  • Graduation from an accredited school of law.

  • 5 years of experience in professional legal work, with demonstrated experience in negotiating and drafting complex contracts, leases, resolutions, and other legal documents.
  • 5 years of experience preparing and reviewing legal opinions, and interpret and apply statutes, regulations, case law, and evidentiary rules.
  • Must be legally authorized to work in the United States without the need of a sponsorship.

Preferred Experience and Training

  • 5 years experience in large-scale vertical construction projects.
  • Legal representation of commercial service airports.
  • Expertise in handling enterprise-wide procurements, especially those involving grant-funded projects.
  • Strong familiarity with federal, state, and local regulations governing public works, utilities, and transportation services.
