Job Description:

Responsible for the strategic leadership and project management of transmission capital projects including transmission lines, substations and joint participation projects through the effective coordination of resources, both internal and external, to support the timely and efficient completion of transmission system additions and modifications. Includes providing strategic leadership and direction on assigned projects and developing, maintaining and implementing project management process, procedures and documentation.

Note: There is one position available, and this position will be filled at one of two job grade levels: Transmission Project Manager III, job grade 10 or Senior Transmission Project Manager, job grade 11. This decision will be based on the qualifications and experience of the selected candidate and Tri-State business needs at the time of hire.

Senior Transmission Project Manager

Hiring Salary Range: $124,000-$168,000

Transmission Project Manager III

Hiring Salary Range: $110,000-$150,000

Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education and/or skill level.

Responsibilities:

  • Provide strategic leadership and direction on assigned projects, identify risk components and recommend risk mitigation strategies.

  • Develop, maintain and implement project management processes, procedures and documentation for budget and execution of transmission capital projects in support of the Transmission Project Management Office.

  • Assemble and lead project resource teams assigned to support projects and represent Transmission at project meetings.

  • Provide documented scope, schedule, deliverables, resource needs and budget estimates for each project assigned.

  • Support the development of project contracts or agreements and assure compliance to the terms and conditions through the construction and capitalization of the transmission assets.

  • Provide periodic progress reports to management including project metrics, milestones, scope changes, budget analysis, schedule updates.

  • Utilize project metrics and team input to analyze project performance and provide actions to support successful completion of the project.

  • Coordinate and track the submittal of required Sarbanes- Oxley, National Environmental Policy Act NEPA documentation and approvals for transmission projects.

  • Initiate and monitor appropriate cost accounting, invoicing, cash flow forecasting, and close-out of capital projects.

  • Responsible for communicating with all project stakeholders and participants providing timely responses to information and documentation needs.

  • Provide Project Management data to the capital cost database for use in preparing detailed project estimates, variance reporting and budgets.

  • Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to functional area.

  • Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

Qualifications:

Education and Training

  • Bachelor’s degree in Engineering, Project Management, or related discipline preferred, or equivalent combination of experience and education.

Knowledge, Skills, and Ability:

  • Knowledge of transmission facilities, functions, and typical applications.

  • Knowledge of MS Project, Primavera or other project management software applications.

  • General knowledge of transmission system planning, environmental compliance, permitting, engineering, operations, contracting and construction disciplines as they apply to power transmission projects.

  • Ability to establish and maintain effective working relationships both internal and external.

  • Ability to communicate effectively, both verbal and written.

  • Proficient with the Microsoft Office suite, advanced proficiency in MS Excel preferred.

Experience:

  • Eight (8) or more years or more as project engineer or project manager on increasingly complex projects, preferably for electric transmission capital projects. Note: The above requirements describe the experience and education qualifications for the Senior Transmission Project Manager. Those with less experience will be hired at the III job grade level.

  • Experience and knowledge of project management techniques as applied to electric transmission projects.

Other:

  • Willingness to travel as required. (Must possess a valid driver's license.)

  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.

DESIRED JOB QUALIFICATIONS

  • Working knowledge of interconnected power transmission systems and electric utility industry standards, practices and regulations.

  • Knowledge of general requirements for funding of power transmission capital additions and improvements.

  • Candidates from all backgrounds will be considered – emphasis will be given to those with a background in electric transmission capital projects.
