Job Description:
Mentor and provide leadership to Energy Markets personnel. Maintain expertise and support the responsibilities of Energy Markets and Energy Management. Tri-State participates in the Southwest Power Pool (SPP) Western Energy Imbalance Service (WEIS), California Independent System Operator (CAISO) Western Energy Imbalance Market (WEIM) and bilateral markets within the operational and compliance parameters set forth by the regulations, reliability standards and business practices established by Tri-State ., the Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Regional Reliability Organizations (RRO) and the North American Energy Standards Board (NAESB).
Note : There is one position available, and the position will be filled at either the Resource Dispatch and Trading Trainee (job grade 7), Resource Dispatch and Trading Specialist (job grade 8) or Senior Resource Dispatch and Trading Specialist (job grade 10). This decision will be based on the qualifications and experience of the candidate selected, and Tri-State business needs at the time of hire.

Senior Resource Dispatch and Trading Specialist
Hiring Salary Range: $110,000-$150,000
Resource Dispatch and Trading Specialist
Hiring Salary Range: $86,000-$116,000
Resource Dispatch and Trading Trainee
Hiring Salary Range: $78,000-$105,000
Actual compensation offer to candidate may vary outside of the posted hiring range based upon work experience, education, and/or skilled level.
Responsibilities:
Retain expertise of real time responsibilities in the bilateral market, SPP WEIS and CAISO WEIM with the potential of additional markets or Regional Transmission Organization (RTO).
Troubleshoot and resolve real time issues and communicate effective solutions to appropriate personnel and departments.
Execute corporate goals requiring the aptitude to solicit and maintain participation from internal and external project contributors.
Steer Resource Dispatch and Trading responsibilities for the integration of new resources, physical or contractual, into real time by coordinating with applicable internal departments and external counterparties.
Produce necessary documentation, as well as, conduct training that supports Real Time?s capacity to seamlessly make economic and load serving decisions.
Effective technical writing and oral communication skills to support collaboration, strategy documentation and decision-making.
Utilize Supervisory Control and Data Acquisition (SCADA) applications that supports real time?s ability to recognize, interpret, detect and take action for the following, but not limited to alarm response, generator status change, Automatic Voltage Regulator (AVR)/ Power System Stabilizer (PSS) status change, Inter-Control Center Communications Protocol (ICCP) data failure, Remote Terminal Unit (RTU) and metering status changes and remote start/stop of generation units.
Analyze market and bilateral contract performance and make recommendations for improved economic performance.
Contribute to internal decision-making processes relevant to the specific market and provide research and analytical support to Senior Management.
Interface with multiple disciplinary groups within Tri-State and numerous counterparty organizations, particularly Generation, Energy Management System (EMS), System Operations, Power System Planning and Telecommunications.
Participate and represent Tri-State on industry committees, including but not limited to reserve groups, SPP WEIS, CAISO WEIM or WECC.
Provide evidence of Resource Dispatch and Trading?s compliance with NAESB, NERC and RRO Reliability Standards and Business Practices and participate in necessary Resource Dispatch and Trading Mitigation Plans as directed by the Energy Markets ? Market Training and Compliance Coordinator.
Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance. Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

Qualifications:
Education and Training
Bachelor's degree in Business, Economics, Engineering, Finance or other related discipline or an equivalent combination of work experience and/or education.
Completion of Tri-State's Resource Dispatch and Trading training program unless there is qualified experience.
NERC certification, preferably Balancing and Interchange or Balancing, Interchange and Transmission; must maintain NERC certification to perform the position requirements through approved continuing educations hours (CEHs).
Knowledge, Skills, and Ability:
Proficient analytical, quantitative, and economic evaluation skills as well as creative problem-solving skills.
Advanced technical skills in the application of Supervisory Control and Data Acquisition (SCADA), Automatic Generation Control, data transfer technologies, and reactive power.
Expert working knowledge of database and spreadsheet software applications; adapt experience to industry specific software.
Must be able to remain calm in stressful conditions and quickly make complex, critical decisions.
Ability to perform under considerable stress induced by deadlines, emergency situations and a rotating work schedule.
Excellent verbal and written interpersonal communication skills.
Must have ability to develop highly credible and effective relationships with counterparties.
Must be flexible, inquisitive and able to thoroughly understand the electric market dynamics.
Ability to oversee and coordinate complex projects and complete in a timely manner.
Attention to detailed required.
Experience:
- Completion of Resource Dispatch and Trading Training Program, including OJT Coaching coursework, demonstration of group leadership and four (4) years in Tri-State's Resource Dispatch and Trading group, or an equivalent level of related commodity trading and resource dispatch experience, preferably in the electric utility industry.
Other:
The hours of work are structured as rotating shifts covering 24 hours/day and 7 days/week, every day of the year, and are subject to change at any time. Employees are subject to overtime work any time of the day or week. The employee must be able to adapt to revised schedules and manage changes in methods and priorities of work.
Willingness to complete Tri-State Resource Dispatch and Trading Program if experience is outside of Tri-State.
Willingness to travel as required (Must possess a valid driver's license.)
Must be able to demonstrate that he/she can perform all of the essential functions of the position.
DESIRED JOB QUALIFICATIONS
- Knowledge of electric power and natural gas fundamentals including basic understanding of risk management.
Note : The above requirements describe the experience and education qualifications for the Senior Resource Dispatch and Trading Specialist. Those with less experience will be hired at the Resource Dispatch and Trading Trainee or Specialist grade level.
