Summary The incumbent serves as a Program Specialist in Primary Care Service at the West Palm Beach VA Healthcare System in West Palm Beach, Florida. The incumbent will provide administrative support to the Chief, Associate Chiefs, and Health System Specialist (HSS) in regard to all operational aspects of Primary Care Service. Responsibilities The incumbent performs assigned duties in a manner that promotes quality health care, outstanding customer service and maintenance of an environment committed to serving the veteran. Major duties include but are not limited to: Maintains and organizes Primary Care personnel information such as staff records, complaint letters, Patient Incident Worksheets, Service Level Reviews, Peer Reviews, special awards, certifications, workload, educational requirements, performance pay, performance measures, and External Peer Review Program results. Keeps records of all service level resident and student training activities and program requirements and reports quarterly to the Graduate Medical Education Committee. Completes replies to formal patient complaints including congressional inquiries and complaints to the Patient Advocate, and coordinates and responds to entries in the Patient Advocate Tracking System (PATS). Prepares workload/utilization reports which are presented to the Quadrad on a daily basis. Coordinates with the Primary Care Management Module (PCMM) Coordinator to ensure that patients are being assigned to Primary Care providers in a timely manner at both the main facility and the Community Based Outpatient Clinics (CBOC). Conducts detailed analyses of complex functions and work processes; and interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 8:00AM-4:30PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To qualify for this position at the GS-9 level, you must meet one of the following: Specialized Experience GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Qualitative and Quantitative techniques for analyzing and measuring the effectiveness, efficiency and productive of administrative, clinical and technical health care programs; Integrating software programs to generate working documents and forms such as spreadsheets, databases, word processing, graphs/tables, and other similar products; Coordinating activities both inside and outside the service; Determining correct courses of action on issues and problems that arise in the health care setting; Analyzing customer needs and recommending customized solutions, communicating verbally and written with internal and external customers. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related, (Transcripts required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. (Transcripts Required) To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing administrative support including human resource personnel actions, equipment, budget, and space requirements; Applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems; Conducting audits and analyzing data; Maintaining communication with facility leadership on findings; Perform quality data reviews, detect trends and problem areas which impact the health care system; Utilizes specialized databases such as VISTA, ProClarity, DSS and Microsoft Office applications such as Word, Excel, Access, and PowerPoint to track, trend, and analyze data for the preparation of reports to top management. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (Transcripts required).
