Specific Responsibilities:

This is Government Operations Consultant I position serving as the direct support for Florida Department of Health Palm Beach County’s CRI Coordinator with community Health Care System stakeholders, first receivers and first responders including but not limited to Law Enforcement, EMS, Fire Departments, Hospitals, and Long-Term Care Facilities in planning for “all hazards”. Providing operational, logistical, clerical support to disaster preparedness and emergency relief and recovery efforts relating to all Hazards natural and man-made including but not limited to, Chemical, Biological, Radiological, Nuclear, and Explosive threats, weapons of Mass Destruction (WMD), terrorist threats, and mass casualty potential in Florida Department of Health (FDOH) Palm Beach County Health Department (CHD). This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. This position required to travel within Region 7.

This position is designated as a sensitive position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security Policy, Protocols and Procedures. Confidential data sets: Health Management System (HMS) for entering Employee Activity Reports (EARs), My Florida Market Place (MFMP)/Ariba On Demand (AOD), Everbridge and Ready Op Administrative and social security data, Clinical Information, Epidemiology, Computer data, Environmental Public Health and Outreach.

Creates requisitions through My Florida Market Place (MFMP)/Ariba on Demand (AOD) for the procurement of their Program commodities or services as needed.

Conduct inventory control and management of Cities Readiness Initiative (CRI) supplies, preparedness supplies, and equipment housed at FDOH- Palm Beach Warehouse. Assist with continued procurement of supplies and equipment and monitor expenditures of such. Coordinate with internal and external support partners for deployment of supplies to Points of Dispensing (PODs) throughout CHD. Assists with presentations, reports, data, drills and exercises needed for the FDOH-Palm Beach Annual CRI Assessment by FDOH and Center for Disease Control / Assistant Secretary for Preparedness and Response (CDC/ASPR).

Assists with recruitment, training, and credentialing of volunteers for the CRI Program. Provide support to the CRI Program Coordinator with “just in time” training for FDOH-PBC staff and the community on a variety of infectious agents and bio-terrorism. Assist with Community wide outreach activities to identify risk homebound communities, large employment centers, faith-based organizations, municipalities, and other governmental agencies to arrange dispense medication to their constituent. Staff community wide health and wellness fairs with CRI information.

Act as the Administrator for Ready Op and Everbridge Emergency Notification systems. Assists WEB EOC Enhancements for use as the Department’s primary web-based incident management system to County Emergency Operations Center (EOC). Establish notification groups in Ready Op and input CEMP directory in WEB EOC.

Participates in the planning, trainings, and exercises, and attend meetings related to All-Hazards and Disaster Preparedness at the local, regional, state or federal level. Assists in guidance for Homeland Security Exercise Evaluation Program (HSEEP) requirements for FDOH-CHD Public Health Preparedness (PHP) drills and exercises. Assists with on-going implementation of the national Association of City and County Health Officials (NACCHO) Project Public Health Ready (PPHR) and National Public Health Accreditation.

Attends regularly Public Health Preparedness and Healthcare Coalition Meetings in the absence of FDOH Palm Beach County’s Primary designated representative or as needed. Provides support and participates in the FDOH-PBC Residency Program’s Annual PHP Rotation. Incumbent will participate as a member of the Palm Beach Sheriff Office Regional Fusion Center and support the PHP Program and the FDOH-PBC’s overall mission.

Participate in activities including but not limited to, Personal Protective Equipment (PPE) AND Decontamination Procedures for nuclear, biological, and chemical agents. Incident Command System (ICS), National Incident Command System (NIMS), Disaster Behavioral Health, Emerging Infectious Diseases, and the 18 Emergency Support Functions (ESFs). Emergency Notification systems; Web Based Incident Management systems, and inventory management systems. Homeland Security Exercise Evaluation Program (HSEEP). Center for Disease Control’s City Readiness Initiative. All-Hazards (both natural and man-made), including Chemical, Biological, Radiological, Nuclear, and Explosive threats (CBRNE). Syndromic surveillance and epidemiological processes as related to public health preparedness.

Serves as back up for cursory reviews and process Comprehensive Emergency Management Plans (CEMPs) for Home Health Agencies, Nurse Registries, Hospice and Home Medical Equipment Providers.

Emergency duties may also include in-state and/or out-of-state deployment.
