National Park Service Interdisciplinary General Engineer/Landscape Architect/Architect/Civil Engineer/Mechanical Engineer in West Orange, New Jersey

Summary This is a term position (more than 1 year) with an initial appointment to last at least 13 months but may be extended up to a total of 10-years. Term positions do not convey permanent status in the Federal service. Open to the first 50 applicants or until 05/03/2024 whichever comes first. Responsibilities This position serves as a Project Manager with Thomas Edison National Historical Park, supporting Regions/Parks in the formulation of projects for the management, maintenance, repair and construction of NPS facilities, buildings, trails, roads and other physical assets, Working with funded projects, providing professional engineering/architectural guidance on planning, designing, constructing, expansion, rehabilitation and/or re-purposing of existing and/or new structures. Duties Include Serving as a Project Manager, providing professional engineering/architectural advice and guidance on the planning, designing, constructing, expansion, rehabilitation and/or re-purposing of structures and facilities. Performing project scoping including the development of agreements to perform work. Reviewing and interpreting construction documents, specifications, photographs, foundational documents and other existing documentations. Developing Independent Government Cost Estimates, Statements of Work and or Scopes of Services, and other documents required for the procurement of design and construction contracts. Serving as a Contracting Officer Representative (COR) overseeing the execution of construction and design contracts. The position will require the incumbent to work between both parks. Thomas Edison National Historical Park is located in West Orange, New Jersey. The park preserves and interprets Thomas Alva Edison's laboratory complex, including his library, machine shops and chemistry lab, his estate Glenmont, a 29-room Victorian mansion and ancillary outbuildings and more than 400,000 artifacts and 5 million documents in its museum collection. West Orange is a suburban community 10 miles from Newark, NJ and 15 miles from Manhattan, NY and is connected to both cities via commuter rail and bus service. The area offers a wide range of cultural, recreation and educational opportunities as well as a high quality of life. However, housing costs are high in this area. Thomas Edison NHP Area Information Morristown National Historical Park is located in Morristown, NJ. The park, the nation's first national historical park, was established in 1933 to commemorate the 1779-1780 winter encampment of General George Washington and the Continental Army. The park encompasses more than 1,700 acres over four non-contiguous areas and interprets, commemorates, and protects the landscapes, structures, features and museum collections of the Continental Army winter encampment, the headquarters of General George Washington and related Revolutionary War sites in Morristown NJ. In addition, the park has more than 20 miles of hiking and walking trails along trace roads and CCC-era blazed trails for public use and recreation. Morristown is an urban/suburban community located 35 miles from Manhattan, NY which is connected via commuter rail. The area offers a wide range of cultural, recreation and educational opportunities as well as a high quality of life. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. If selected, you must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. Occupancy of government quarters may be available. You will be required to complete a one-year trial period. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be required to travel overnight away from home up to 1 night per month. You must obtain a government charge card for travel purposes. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. Qualifications All qualifications must be met by the closing date of this announcement-05/03/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. Basic Requirements for GENERAL ENGINEER 0801, CIVIL ENGINEER 0810 and/or MECHANICAL ENGINEER (0830)--You must meet one of the following: A. Possess bachelor's degree (or higher degree) in engineering. To be acceptable, the curriculum must: 1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) statics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1) Professional Registration Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; 2) Written Test Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico; 3) Specified Academic Courses-- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or 4) Related Curriculum Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. -OR- Basic Requirements for LANDSCAPE ARCHITECT 0807--You must meet one of the following: A. Possess a bachelors or higher degree in landscape architecture or landscape design. -OR- B. Possess a combination of education and experience--for each year short of graduation, the applicant must have had one year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. -OR- Basic Requirements: ARCHITECT 0808-- You must meet one of the following: A. Possess a degree in either Professional Architecture or related field that included 60 semester hours of course work in architecture or related discipline of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. -OR- B. Possess a combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: 1) Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. 2) Experience: An applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. MININUM QUALIFICATIONS SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing architectural and/or engineering expertise to manage the design, construction, operations and maintenance of facilities; evaluating, advising on, overseeing, and/or directing contracted work to ensure its quality and compliance with plans, designs, and specifications; conducting studies and developing plans, specifications, and construction requirements such as schedules, costs, labor, and materials. There is no substitution of education for experience at the grade level of this announcement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. Physical Demands: The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as in performing regular and periodic construction activities, field inspections, or to observe and study work operations in an industrial, storage, or comparable work area. Incumbent may carry light items such as books, instruments, and other similar materials. Depending on projects assignments, the work may require periodic to frequent travel of up to five continuous working days and driving a motor vehicle long distance to reach remote parks. Working Conditions: The work is usually performed in an office setting. The work area involves everyday risks or discomforts requiring safety precautions typical in offices or meeting and training rooms. The incumbent may be required to travel to work sites which can involve occasional exposure to conditions in production facilities, laboratories, or construction sites requiring normal safety precautions. The incumbent may be required to participate in safety training such as fall protection, respiratory mask fit testing, or confined space entry training as required by individual projects, to allow safe and thorough assessment of existing facilities and/ or new construction. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
