West Haven City Planner I in WEST HAVEN, Utah

Job Summary

This position performs basic, professional planning tasks and duties related to routine current and long-range planning.  Duties include, but are not limited to, planning application pre-screening, completing zoning verification letters, answering phone calls and emails, providing planning processes and zoning information, and scheduling pre-submittal meetings.

 

Supervision

Received:            Works under the general supervision of the Community Development Director.

Exercised:           None.

 

Essential Functions

·         Provides general planning advice to the public and applicants on various types of planning applications, planning policies, processes, procedures, and regulations.

·         Performs planning analysis for routine and non-complex planning projects and applications to ensure implementation and compliance with the general plan goals, policies, zoning, and subdivision ordinance regulations and initiates staff recommendations.

·         Prepares professional written and oral staff reports for the Mayor, City Council, Planning Commission, and other groups in response to public requests, applications, and ordinance changes.

·         Performs planning, research, and technical analysis for complex planning projects.

·         Assists in the preparation of comprehensive long-range master plans.

·         Prepares documents to inform and educate stakeholders on various planning processes, regulations, and projects.

·         Prepares agenda, public notices, and staff reports for Planning Commission meetings.

·         Review site plans, conditional use permits, and rezone applications, and apply provisions as necessary.

·         Coordinates with other city departments to ensure development proposals meet current and future City needs.

·         Perfo rms other related duties as required.

 

Knowledge, Skills, & Abilities

 

Knowledge of:

·         Principles and practices of planning, engineering, site development, and zoning ordinances as applied to city planning.

 

Skilled in:

·         Working well under pressure, meeting multiple and sometimes competing deadlines.

·         Cooperating with colleagues and supervisors.

·         Working with computers, including Microsoft Office proficiency.

 

Ability to:

·         Read, analyze, and make recommendations on land use laws and ordinances.

·         Communicate effectively, orally, visually, and in writing.

·         Establish and maintain effective working relationships with individuals from diverse organizations and backgrounds.

 

Education & Experience

·         Graduation from an accredited college or university with a Bachelor's degree in Urban Planning or a closely related field; AND

·         One (1) year of experience in urban planning; OR

·         The City may consider any combination of education and experience that would likely provide the individual to successfully perform the essential functions of the position. 

 

Certifications & Licensures

·         Must possess a valid Utah Driver's License.

While performing the essential duties of this job, the employee is frequently required to sit, talk, hear, see, drive, stand, and walk.  Common eye, hand, and finger dexterity are required to perform essential functions associated with using office equipment, including keyboards, computers, fax machines, copy machines, and telephones. 

 

Periodic stooping, reaching, balancing, pushing/pulling, crouching/kneeling, and bending/twisting.  required to perform essential duties.  Must be able to lift and carry 10 pounds or negligible weights frequently, with occasionally exerting up to 20 pounds associated with performing essential duties.

 

The work is performed in a typical office setting with appropriate climate control.  The no se level in the work environment is usually moderately quiet.

 

Mental application utilizes memory for details, verbal instructions, discernment, and creative problem-solving.  Work requires sustained periods of time, maintaining concentrated attention to detail and emotional stability in dealing with problems and conflicts.

Special Requirements

·         A six-month introductory period is a prerequisite to this position.

·         Satisfactory outcome of a pre-employment drug screening is required.

·         Satisfactory outcome of a pre-employment physical is required.

·         Satisfactory outcome of a pre-employment criminal background check is required.

·         Irregular work schedule, including extended hours, including evenings.
