Senior Manager, Operations Engineering

About the Role

This is a key position within our Operations organization, leading the Operations Engineering function for the Waterdown and Don Mills facilities. The Senior Manager of Operations Engineering will oversee the entire optics manufacturing, assembly, integration, and test processes (ITP). This includes responsibilities for Tool Design, Test Engineering, and In-Country Assembly activities. Several managers will report directly to this role, covering Systems & Optics, Assembly & Service, In-Country Assembly, Optics Manufacturing & NPI, and Tooling & Test Engineering.

Responsibilities

  • Formulate strategic plans and lead the implementation of approved plans for Operations Engineering.

  • Establish and manage annual operating plans (budgets) to achieve strategic goals for both Waterdown and Don Mills’ facilities.

  • Align staff with L3Harris’ mission, vision, values, and goals.

  • Direct key Operations Engineering staff to achieve business objectives.

  • Lead and promote a culture of continuous improvement and operational excellence.

  • Define and implement factory processes for building and testing products.

  • Implement thermal, vibration, and optical test methods.

  • Regularly assess capital capacity in order to meet existing and future production requirements.

  • Develop capital, expense, and headcount budgets to support sales and new product development.

  • Ensure compliance with EH&S and security guidelines.

  • Work with EHS to support all sustainability efforts.

  • Implement processes adhering to ESD & FOD best practices.

  • Review monthly results with Operations leadership to evaluate progress towards goals.

  • Manage, mentor, and train Operations Engineering leadership.

  • Define key performance metrics and drive performance to meet targets.

  • Ensure compliance with AS9100D requirements.

  • Provide inputs to Bids and Proposals (Compliance Matrices, material, labor estimates, etc.).

  • Participate in New Product Introduction (NPI) stage gate reviews to address Manufacturing and Assembly, Test, Supply Chain, Cost, Safety, Ergonomics, and Service considerations.

  • Foster collaborative relationships with Service Center, Supply Chain, Configuration Management, Engineering, Production, Quality, Program Management, and Finance groups.

    Required Skills:

  • Understanding of aerospace/military maintenance planning concepts.

  • Advanced proficiency in Microsoft Office tools, especially Word, Excel, PowerPoint, MS Project, and Visio.

  • Strong ERP system knowledge.

  • Excellent understanding of thermal, vibration, and optical test methods.

  • Knowledge of Lean Manufacturing methods.

  • Good working knowledge of electromechanical systems.

  • Familiarity with automated test methods and strategies.

    Experience & Education Requirements

  • Bachelor’s Degree in Engineering.

  • Professional Engineering Designation (P.Eng) and membership in the PEO.

  • Minimum of 7 years managing an Engineering/Operations Engineering team.

  • Experience managing leaders/managers in a technical setting.

  • Minimum of 10 years’ experience in Manufacturing Engineering or Product Development.

  • Experience in aerospace/military product support is an asset.

  • Eligibility to meet requirements for the Controlled Goods Program (CGP).
