Naval Sea Systems Command FINANCIAL MANAGEMENT ANALYST in Washington Navy Yard, District Of Columbia

Responsibilities You will be responsible for the LPD-17 class budgets and appropriated funding, which includes Research and Development, Test and Evaluation (RDTE), Shipbuilding and Construction, Navy (SCN), and Operations and Maintenance, Navy (OMN). You will prepare financial documentation to support program acquisition planning and strategy development. You will use Enterprise Resource Planning (ERP), Program Budget Information System (PBIS), NAVSEA Enterprise Planning System (NEPS), and other financial management systems to support processing and budget formulation/execution for appropriations. You will use ERP and other financial management systems and reports to obtain, manage and present financial and business data to ascertain program resource posture and health for multiple appropriations (SCN, RDTE, OMN). You will participate in the development of financial data to respond to Congressional inquiries, and Navy, OSD and GAO program audits on assigned programs. You will provide analysis, verification and justification of budget or acquisition data to ensure data traceability and consistency with program budget and acquisition history. You will assess task planning development in support of the annual business plan for assigned programs and funding types. You will formulate yearly program budget requirements to identify contract/procurement and other project costs within an overall program financial requirements plan. You will generate contractual funding documents and procurement requests across a range of contracts. You will prepare program financial input to status reports, Congressional Staffer briefings, FMB briefings, and related memorandums of agreement in support of assigned programs. You will review program reports for financial status, identifies trends for program financial health and problem areas in cash flow. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing financial and budgetary data to make recommendations on the allocation of funds to management in support of ship programs. Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13. This announcement uses the Acquisition Demo Business and Technical Management direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
