Department of the Navy/Assistant for Administration DEPUTY DIRECTOR in Washington Navy Yard, District Of Columbia

Summary You will serve as a DEPUTY DIRECTOR in the MANPOWER, ANALYTICS AND HR SYSTEMS (MAHRS) DIRECTORATE of ASSTSECNAV M-RA WASHINGTON DC. Responsibilities You will be responsible for and the process owner for all aspects of the collection and integration of Human Capital (HC)/Human Resources (HR) Total Force (TF) IT systems, data, and data analytics. You will apply program management discipline within the Directorate and develop and implement policies, processes, models, analyses, and enabling tools needed to support TF decision making. You will serve as a consultant and staff resource on all matters pertaining to human capital/human resources IT and data governance, TF data analysis, modeling, and visualization. You will coordinate appropriate interface segments with other program managers, management officials and/or with higher authorities and publicize and garner support for the assigned products/projects by meeting with customers and stakeholders. You will develop processes and procedures to produce products while standardizing frameworks utilizing authoritative data sources and providing recommendations for the integration of data and products to support overall decision making. You will evaluate, use and assess software technologies to deliver technical solutions and products and develop data frameworks, machine learning models and enabling tools to support the optimization of data and business operation decisions. You will direct the development, design, implementation and execution of data analytics and visualization and ensure product success of data products, architecture development, requirements analysis, and strategic planning. You will oversee the development of standard data processes, policies, and tools necessary for prioritization, configuration control, and/or other deliverables release within cost and on schedule. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting manpower or organizational analyses; developing models and Human Resources (HR) information systems and/or tools; OR providing data insights that drive strategic or tactical decisions for Total Force (TF) manpower management decision making.
