Summary The Time & Leave Clerk (OA) position is located at the Department of Veterans Affairs inside the Veterans Health Administration located within VISN 5 in the Patient Care Service of the Washington DC VA Medical Center. The incumbent reports directly to the Program Specialist in the administrative team for the Office of the Chief Nurse and alternatively will report directly to the service Administrative Officer. Responsibilities The primary purpose of this position is to provide timekeeping, clerical, and technician civilian pay-related support for employees in the Patient Care Service. The position will perform all aspects of timekeeping for over 200 employees assigned in various service lines of the Patient Care Service at the DC VA Medical Center. Clerical and technical work will involve structured work in support of office and business functions relative to civilian pay and follow tasks, methods, and procedures that are laid out in published or oral instructions and covered by established precedents or guidelines. Major Duties include but are not limited to: Enters work schedules/tours of duty prepared by Nurse Managers and their supervisors for all units and clinics into Veterans Affairs Time and Attendance System (VATAS). Updates employee timecards in VATAS accurately to reflect employee work tours, leave, OT/CT, etc. each pay period. Maintains contact with units/clinic Managers or Supervisors daily to record scheduling changes, premium pays or computation time earned needing entry and approval in VATAS and keeps record of or provided slips/notes and required leave entries. Performs general office or program support duties related to civilian pay such as preparing, receiving, reviewing, and verifying documents; processing transactions; maintaining office records; and locating and compiling data or information from files and other data sources. Performs computer-based duties using software applications as electronic mail, calendar updates, spreadsheet, database and/or graphics. Work Schedule: 7:30 AM- 4:00 PM, M-F Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience tracking, coordinating, updating, editing, compiling and maintaining personnel time and leave; work effectively with all levels of Nursing; skill in using computer applications for functions such as word processing, and database management; skill in time management, multi-tasking and organization; accuracy and timeliness of work; and communication and interpersonal relation skills sufficient to appropriately and courteously relate to internal and external customers both verbally and in writing. OR, SUBSTITUTION OF EDUCATION FOR EXPERIENCE: You must have successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. One full year of graduate education is 18 semester hours. (COPY OF TRANSCRIPTS ARE REQUIRED AT TIME OF APPLICATION). OR, COMBINATION OF EXPERIENCE AND EDUCATION: You must possess equivalent combinations of successfully completed post-high school education and specialized experience to meet total qualification requirements at the GS-5 level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
