Economic Development Administration Talent Management Specialist in Washington, District Of Columbia

Summary This vacancy is for a Talent Management Specialist in the Economic Development Administration within the Department of Commerce. Responsibilities As a Talent Management Specialist, you will: Serve as the liaison between management and Enterprise Services Human Resources (ESHR) to assist management in the effective utilization of workforce resources. Perform ongoing analysis of workforce resources support as they relate to performance and effectiveness. Coordinate workforce actions and ensures adequate justification is provided on personnel and position actions requests. Reviews all PARs for accuracy before forwarding to ESHR for processing. Coordinate position reviews as required between ESHR and supervisor. Advises and assists managers/supervisors in writing accurate job descriptions for position reviews. Manages and advises on the recruitment and selection process for all positions. Serves as a staff advisor in the recruitment and selection process. Advises on appropriate recruitment strategy to ensure a diverse candidate pool, and the establishment of centralized selection panels. Serve as the subject matter expert and coordinator on performance issues, counseling, and proper documentation. Reviews all requests for honorary and monetary awards, including performance awards, to ensure equity, fairness, documentation, justification, and appropriate endorsement requirements have been met. Identify problem areas, deficiencies, imbalances, or other similar factors that can affect performance, customer service and employee satisfaction. To qualify at the GS-11 level: SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. You must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as experience: Submitting and monitoring personnel-related actions related to promotions, reassignments, recruitments, and/or awards. Applying techniques for analyzing and measuring effectiveness of programs. -OR- SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience equivalent to that described above. To qualify at the GS-12 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as experience: Assisting in the recruitment process to develop job analysis and position description Preparing briefings and staff reports to deliver findings and provide recommendations Assisting in the development of policies related to workforce and position management. Analyzing data and identifying/proposing solutions, in the Staffing and Recruitment functional area. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no positive education requirement for this position.
