Government Accountability Office Supervisory Management and Program Analyst in Washington, District Of Columbia

Summary The position is located in the Government Accountability Office (GAO), Learning Center (LC). The incumbent directs a staff of project and program leaders who perform assignments that focus on implementing and continuously improving LC resource management, contracting, and learning operations. Responsibilities As a Supervisory Management and Program Analyst, MS, 0343, 1, your typical work assignments may include the following: Directs the work of subordinate staff and performs supervisory responsibilities that include assigning work, establishing performance criteria and standards, evaluating performance, providing technical and administrative advice and assistance as needed, with resolving complaints and grievances, providing staff development and initiating improvement plans, and taking disciplinary actions. Develops, plans, and maintains assignments to support daily LC operations to be accomplished by a staff with expertise in contracting/purchasing, budget formulation and execution, project and program management, and other learning resource management and operations, such as the adjunct faculty program. Guides the development of standard processes, methodologies, tools, templates, and training for contracting/purchasing, budgeting, learning operations, and resource management to be applied on LC projects, programs, and other initiatives. Identifies assignments by setting and adjusting priorities considering the difficulty and requirements of actions and the appropriate technical resources, skills, and experience levels needed for projects and other activities to coach, train, mentor, and develop staff. Ensures the appropriate technical approaches are applied to review, assess, and evaluate the efficiency and effectiveness of LC processes, programs, policies, initiatives, and operations, and to develop and implement new or modified organizational processes, programs, and policies related to learning. Serves as an expert contracting/purchasing, budgeting, learning operations and project and program planning resource, advises management on developments in these fields, facilitates project teams, and assists project leaders in following contract/purchasing/budgeting rules/requirements, applying project management techniques and practices, and implementing best practices in learning operations, including providing training, coaching and informal assistance to LC and non-LC staff and managers. Serves as a COR, as needed. Collaborates with LC colleagues, managers, and the Chief Learning Officer (CLO) to provide input on strategic objectives and business plans that focus on improving performance and achieving outcomes, and uses organizational analysis processes to align activities, core processes and resources to support accomplishment of desired outcomes. Qualifications Minimum Qualification Requirements: One year (52 weeks) of specialized experience equivalent to the NEXT LOWER BAND, PT-2, PE-1, CS-2, AC-4 or GS-12 grade level in the Federal service or equivalent, providing operational support for resource management (such as faculty/contractors, procurement, budget, and technology) and team/unit operations (such as internal processes and procedures) or developing or delivering adult learning programs and courses. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no education requirement for this position.
