National Gallery of Art Supervisory General Engineer in Washington, District Of Columbia

Summary Incumbent’s work is integral to fulfilling the Gallery’s mission, particularly the preserving and exhibiting aspects of the mission. Gallery facilities comprise over 1.4 million square feet of building space in two monumental buildings, the Sculpture Garden, Andrew W. Mellon Memorial Fountain, condominium apartments, gallery space at the Corcoran College of Arts and Design, greenhouses, and leased space for offices, warehouses, and production shops. Responsibilities The incumbent will: Incumbent serves as an in-house consulting engineer by assisting other Divisions and senior Gallery management as a subject-matter expert. Serves as a technical expert by devising solutions to unusual technical problems. Incumbent prepares and maintains the Division’s Facility Condition Assessment (FCA). The FCA identifies and tracks the Gallery’s deferred maintenance and is used to validate budget requests to the Office of Management and Budget and the Congress. Incumbent contributes to the Division’s budget process by analyzing the Department’s current and future requirements to ensure that requirements are budgeted. Oversees and administers funds allocated to the Department for major repair, alteration, restoration programs, and operation and maintenance of the Gallery. Monitors the obligation of funds promptly. Reallocates resources as required to meet urgent and unforeseen conditions. Adheres to Gallery financial management policies and procedures. Maintains the Department’s database for tracking projects and funding. Incumbent successfully schedules and expedites work under difficult conditions and competing priorities. Demonstrates skill and ability to successfully manage and coordinate numerous projects simultaneously. Incumbent directly supervises the Department’s staff of engineers and engineering technicians, who also serve as contracting officer’s representatives (COR). Develops short- and long-term project assignments and reviews project documentation developed by staff members prior to submission to the Procurement and Contracts Division (APC). Develops and implements performance plans for Department staff, and provides interim and annual performance appraisals, and recommends awards. Qualifications Candidates must meet the Qualification Standards Handbook requirements for the GS-0801-15. For this position, specialized experience is to have at least one year of experience at the federal GS-14 or equivalent level, managing some component of a campus-like installation. Other Relevant Eligibility Criteria: The employee is required to work on ladders, scaffolds and platforms. The employee must be able to work in cramped, hazardous and isolated locations. The employee must be able to climb, stand, walk, crawl, kneel, bend and stoop. The employee must be able to work in areas with sudden changes in temperature, humidity, dust, noise, odor and light levels. The employee must be able to wear protective clothing and equipment. Engineering – Knowledge of the engineering discipline, as applied to the management of facilities and the physical plant. Software – Ability to use software to identify and track maintenance records and budget requests. Budgeting – Skill in maintaining, analyzing and administering a budget. Scheduling – Skill in scheduling work for a number of projects simultaneously. Supervision – Ability to manage human capital to include scheduling leave and awards, developing performance plans and reviewing projects. Physical Requirements: The work relating to event activities can be physically demanding such as standing for long periods of time and considerable overtime may be required during peak periods. Also, two or three evening events may fall within the same week which requires a flexible work routine. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You must meet all qualifications and eligibility requirements by the closing date of this announcement. Education Individual Occupation Requirement: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
