Office of Inspector General Supervisory Facilities & Contracts Specialist in Washington, District Of Columbia

Summary As a Supervisory Facilities and Contracts Specialist, you will have administrative responsibility for oversight over the OIG's program areas of Facilities and Contracts. Location of position: GSA Office of Inspector General Office of Administration Acquisitions and Operations Division (JPA) 1800 F St NW Washington, DC 20405 Responsibilities The Supervisory Facilities and Contracts Specialist will lead the Acquisitions and Operations Division (JPA), supervising a cross-functional team of facilities operations and contract specialists tasked with the following responsibilities: Oversees the services and requirements of space management. Provides agency support for OIG employees, including the rental of properties and space, controlling and the assemblage of space, and ensures requirements are met with the development and proportion of space within federal government structures of facilities. Provides oversight in the development of drawings and blueprints that reflect inter-Office space plans. Partners with the Information Technology Division Director to ensure changes in space design due to IT are adequately addressed. Reviews building and space requirements to ensure safety codes and all standards and regulations are met. Provides management and administration over the Contracts and procurement program areas by incorporating strategic plans, ensuring objectives and program goals are met. Ensures that negotiations, technical language, and contract modifications made safeguard OIG interests in contracts, leases, and agreements. Provides managerial support by generating and applying effective methods to ensure contracts, requests, and proposals are valid and in compliance with both customer requirements and federal regulations. Ensures that all negotiations, price costs analysis and funding is appropriate, adequate and align with the needs of OIG requirements. Assesses needs and ensures that contracts and lease agreements are completed and in line with costs and competition. Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position. Serve a one year supervisory or managerial probationary period, if required. Qualifications The GS-15 salary range starts at $163,964 per year. To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. Specialized experience is experience planning, organizing, and executing facilities and space management for effective operational use; interpreting laws, policies, and procedures that govern property, facility maintenance, procurement, and space management, including the rental of such properties. Experience also includes reviewing proposals, plans and blueprints and providing feedback on review to higher level management to assist in decision making efforts; and, effectively presenting complex ideas, findings and viable options to higher level management and officials.
