Veterans Benefits Administration Supervisory Executive Assistant in Washington, District Of Columbia

Summary This position is located in the Office of Policy & Oversight (OPO). OPO administers the programs and activities for ten business lines/program offices within the Department of Veterans Affairs, Veterans Benefits Administration. OPO is responsible for managing program activities; planning program strategies; monitoring performance; developing and monitoring initiatives; identifying systems requirements; and managing projects involving other Service and Regional Office activities. Responsibilities Specific duties include: The position supervises the Office of Policy & Oversight's (OPO) Front Office staff and is responsible for establishing goals and objectives, ensuring they are provided opportunities to develop the skills needed to perform their roles and evaluating results. Sets priorities and assigns work to subordinates based on workload priorities, complexity and capabilities or expertise. Provides strategic planning advice to the Assistant Deputy Under Secretary (ADUS) in the implementation of all policies, practices, and management and operational approaches of the VBA. Initiates and conducts confidential studies as a basis for recommending change in broad administration policies or operations. Identifies and articulates a clear strategy and vision for the OPO. Speaks for and represents OPO in high-level negotiations involving top VA officials. Serves as a liaison between OPO and VA program officials. Facilitates the development of partnerships and collaboration within the Administration and within the Department. Uses ingenuity and seasoned judgment to negotiate the prevention or the resolution of complex situations with these officials. Speaks for the ADUS in discussions with high-level officials outside the Department, including representatives of the White House, Congress, other Federal agencies, and state and local governments. Evaluates significant policies and proposals, prior to their consideration by the ADUS, to ensure that balanced and accurate documentation of all options are presented. Maintains a critical awareness of sensitive program developments and problems. Advises the ADUS of available options. Advises on the development of directives on administrative operations. Ensures the efficient operation of the office through proactive management and effective problem resolution. Plays a key role in addressing issues which cross Department lines and directly affect operations of Headquarters and field components. Acts, as designated, for the ADUS in policy-setting decisions and/or broad organizational direction. Analyzes and evaluates situations requiring the ADUS's personal action, develops management options, and advises the ADUS of the potential consequences of each. Assess the impact of organizational or functional changes on VBA. Provides OPO with objective independent assessments as well as recommendations for initiatives requiring approval by the DUS. Reviews organizational proposals for OPO and briefs the ADUS on all implications of proposals, makes recommendations to approve, disapprove, or modify specific proposals, many of which have Department-wide impact. Using extensive knowledge of VBA/ VA programs and operations, the incumbent acts as a representative of the ADUS on interpretation of policy and in reconciling conflicting interpretations and differences. Serves as a member of the VBA senior management team. Participates fully in discussions leading to the establishment of overall goals, objectives, and tong range plans for VBA. Provides specific recommendations to the ADUS, and once a decision is made the incumbent follows through on implementation of commitments by the ADUS. Serves as a member of various committees, e.g., Executive Assistants meetings. Personally represents the position of the ADUS on a wide variety of issues. Evaluates the content of new or modified legislation for projected impact on VBA transformation and innovation efforts. Based on legislation, prepares recommendations that may impact the way VBA programs operate. Develops new or modified policies if necessary and ensures their implementation nationwide. Gathers background material and develops speeches on a wide range of subjects for the OPO to present to VA, service organizations and other stakeholders. Conducts executive review of correspondence in assigned areas requiring concurrence and/or signature of the ADUS or top management/agency officials. Delegated signature authority for the ADUS with an authority to commit the support and concurrence of the OPO in assigned areas and on specific projects. Participates in department-wide studies that could involve organizational planning and staffing and makes recommendations or changes in, and deviations from, approved organizational patterns. The incumbent directs the planning, direction, and execution of major program segments that are critical to program success, to include requirements gathering and development. The incumbent analyzes and interprets laws, regulations, and rules as they affect the establishment of new policies, procedures, and methods of operation. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 Specialized experience includes: Able to reviews operating plans, resource projections, priorities, and justifications. Makes recommendations on planning efforts that can be undertaken within existing resource levels and advises on the impact of efforts that require additional resources. Experience with short- and long-range planning, recommends and participates in developing strategies for implementing/ planning for the office. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work involved is administrative and primarily sedentary; some slight physical effort may be required. Work is performed in an office setting with proper lighting and climate control.
