Environmental Protection Agency Supervisory Environmental Policy Analyst/Economist in Washington, District Of Columbia

Summary This position is in Office of Air and Radiation, Office of Atmospheric Protection, Clean Air and Power Division, Power Policy Branch, (OAR). Responsibilities You will: Advise staff regarding policies, procedures, and directives of higher-level management or headquarters. Direct, Plan, and Manage Power Sector Modeling, Analysis, and Regulatory Development. Directs and coordinates communications of results of power sector economic analyses and studies to senior management within EPA, within other government agencies (including states), quasi-governmental organizations, including Congress and private industry. EPA and non-EPA applicants must submit transcripts/course listings. This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date. You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement. If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter. If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period. Upon acceptance of an initial appointment to a supervisory or managerial position with the EPA, you agree to complete all elements of the EPA Successful Leaders Program. This development program is designed to enhance leadership skills and abilities and meet the Agency's goal of providing new leaders with the skills and tools you need to be successful. #LI-DNI Qualifications NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement. In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-15 level, you must have 1 year of full-time specialized experience equivalent to at least the GS-14 level defined as applying professional knowledge of social science, economics, and/or environmental science, such as statistical analyses of the economic, social, health, and environmental impacts of policies. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Skill in analysis, communication, and negotiation. Ability to anticipate, understand, and respond effectively to competing interests involved in nationally controversial environmental issues. Ability to serve as an authority in developing new approaches and theories. Knowledge of the U.S. power sector or electricity generation and use. Knowledge of and skill in applying scientific principles and methods, and processes used to conduct a systematic and objective inquiry of issues related to the transport of air pollution, including study design, data collection, analysis, interpretation, and reporting of results. Knowledge of the relationship of OAR air quality programs to other EPA and other federal programs and the relationship of such federal programs to state programs and industry. Knowledge of the Clean Air Act, interstate transport issues and policies affecting the power sector, and the range of laws policies, guidelines, and precedents outlining EPA’s interaction with outside parties, such as other federal agencies, state governments, industry, trade associations, non-governmental organizations, and environmental groups. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Social Science Series 0101 - You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in behavioral or social science, or related disciplines appropriate to the position; OR a combination of education and experience with courses equivalent to a major, as listed; OR four years of experience that demonstrate you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major, as listed. Economist Series 0110 - You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in economics with at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; OR a combination of education and experience with courses equivalent to a major, as listed.
