Library of Congress Supervisory Copyright Specialist (Documents) (Recordation Assistant Division Head) in Washington, District Of Columbia

Summary This position is located in the Recordation Division, Office of Copyright Records, Copyright Office. Responsibilities Within the United States Copyright Office (USCO), the Office of Copyright Records is responsible for establishing records policies and preserving, maintaining, and servicing copyright-related records. This Office records transfers of copyright ownership and notices of termination, makes copyright registrations and documents and related information available to the public, researches and provides certified and non-certified copies of copyright registration deposits, ensures their storage, retention, and security, and performs records management and safeguards the official records of the U. S. Copyright Office. The Office of Copyright Records oversees the world’s largest repository of records on copyright ownership. The Recordation Division is responsible for examining and recording documents that are filed with the Office under Sections 203, 205, 302, 304,903, and 1320 of the Copyright Act. The Recordation Division is part of the Office of Copyright Records. Among its other responsibilities, this Office is also responsible for recording interim designation of agents that are filed under Section 512(c)(2) of the Copyright Act. This position, Recordation Assistant Division Head, reports to the Recordation Division Head of the Office of Copyright Records and supervises staff and routine operational activities. The incumbent also provides authoritative technical, professional advice and assistance to the public, management, and staff. Performs the administrative and human resource management functions related to the staff supervised. Trains staff on work processes and reviews completed work for accuracy. Provides guidance on non-standard issues and ensures policy and procedure implementation or change are communicated to all staff. Establishes guidelines and performance expectations for staff. Observes workers' performance; demonstrates and completes work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Prepares work improvement plans, recommending personnel actions as needed. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Makes recommendations on staff promotions and hiring. Provides advisory services on document recordation. Liaises with the Office of General Counsel on law and policy application. Develop, modify, and implement policies and procedures for the recordation of documents. Provide recordation expertise for the development of policies and procedures. Provide recordation expertise for the development of contract scopes of work, contract response, and evaluations. Liaises with systems and technology experts on business processes. As a recordation subject matter expert (SME) makes recommendations on systems, workflows, information technology, policy and procedure, development, implementation, modification, and enhancement. Examines submitted documents to determine if they meet the standards of recordability. Performs and provides guidance on a full range of technical verification tasks related to the recordation of documents. Processes documents for recordation according to established policies and procedures. Performs other duties as assigned. The position description number for this position is 455717. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a compflex or flextime work schedule. This is a supervisory, non-bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
