Agricultural Marketing Service Supervisory Agricultural Marketing Specialist (Agreements & Orders) in Washington, District Of Columbia

Summary The Market Development Division (MDD) provides oversight to fruit, vegetable and specialty crop programs relating to the development and administration of federal marketing orders and agreements which are authorized by the Agricultural Marketing Agreement Act of 1937. Responsibilities The duties may include, but are not limited to: Formulate solutions to complex rulemaking, compliance, administrative, program oversight and general operating problems presented by subordinate supervisors. Evaluate program operations and issue such instructions or determinations as are necessary to most effectively carry out the functions and activities of the Division. Oversee the progress and completion of work products to ensure that all established deadlines and quality standards are met. Collaborate with field offices in administering Division marketing order programs. Oversees economic review and analysis of complex matters used in formulating program decisions and policy recommendations. Oversee the budget development and financial performance of assigned headquarters teams and marketing field offices. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience managing and leading diverse, high performing managers and supervisors located in multiple office and telework locations nationally. Compliance and enforcement of Federal programs. Develop and deliver responses to written inquiries originating from the public, Congress, and industry concerning Federal regulations and technical requirements. Ability to lead and participate in collaborative efforts toward development of solutions to complex marketing order recommendations, issues and program development challenges. Establish and update of operational policies, procedures, manuals and guidance. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement.
