For more information visit: Office of Electric Reliability Responsibilities This position is in the Office of Electric Reliability (OER), Division of Operations and Planning Standards. OER helps protect and improve the reliability and security of the nation's bulk power system through effective regulatory oversight as established by the Energy Policy Act of 2005. This includes overseeing the development and review of mandatory reliability and security standards. It also monitors reliability performance and ensures compliance with approved mandatory standards by the users, owners, and operators of the bulk power system. Work is primarily accomplished through the Commission's authority under section 215 of the Federal Power Act, which includes review of mandatory and enforceable Reliability Standards proposed by the North American Electric Reliability Corporation (NERC), as well as review of reports produced by NERC. The individual in this position is a highly skilled, uniquely qualified Senior Electrical Engineer with nationally recognized stature in the electric power industry. The Senior Electrical Engineer is responsible for understanding and advising the Commission on complex matters involving reliable planning and operation of the Bulk-Power System, including but not limited to, reliability impacts of the changing resource mix, extreme weather, energy adequacy, and physical security. The individual will also serve as a technical liaison for state regulators, and both private and public power entities. Responsibilities include representing Commission policies and initiatives as well as gathering information on existing practices, trends, and risks in order to formulate strategies to promote the reliability of the nation's bulk power system. The senior engineer must demonstrate successful performance working individually or as a team leader and can be assigned to multiple projects concurrently, and in a different capacity on each, as the need dictates. Major Duties: --Serving as a subject matter expert to the Commission, developing strategies, creative techniques, and/or innovative ideas to scope and execute studies of the electric power system to explore issues impacting the reliable performance of the bulk-power system. --Leading Commission staff interaction with the North American Electric Reliability Corporation (NERC) and electric power industry representatives and provide technical leadership and guidance to others to facilitate cooperation with other Commission offices, external agencies, and other organizations to assess and improve bulk-power system reliability through audits, standards development, reliability performance data analyses, inquiries, or investigations. --Conducting extensive analysis and informing the Commission about relevant events and activities that impact the reliable operations of the bulk-power system through written memoranda and verbal briefings. --Directing, training, and mentoring junior staff through leading teams, providing authoritative technical guidance on various assignments, and participating in internal knowledge-sharing/training activities regarding complex power systems. Specialized experience is defined as: Significant experience analyzing complex reliability matters that require in-depth knowledge of engineering, planning and operation of the Bulk Power System; and knowledge of Commission rules, regulations (including Reliability Standards), policies, precedents, and decisions governing the regulation of electric utilities regarding reliable operations of the Bulk Power System. Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
