Department of State - Agency Wide Security Officer in Washington, District Of Columbia

Summary This position is located in the OIG under the policy and direction of the Department of State. OIG inspects more than 260 embassies, diplomatic posts, and international broadcasting installations, throughout the world to determine whether policy goals are being achieved and whether the interest of the United States are being represented and advanced effectively. OIG performs specialized security inspections and audits in support of the mission to provide effective protection to our assets. Responsibilities The Incumbent is responsible for the management and day-to-day operation of the Bureau Security Program. The Program provides for safeguarding of classified information through physical, personnel and information security program management. The Incumbent will liaise with counterparts at the U.S. Department of State, Office of Diplomatic Security. Serve as the highest technical authority in the bureau, advising on matters such as classification of information, security incident response and special access programs. Serve as the technical expert on emergency management and continuity of operations planning to include leading and participating in a comprehensive emergency management program and serve as the Bureau Designated Official for Occupant Emergencies. Perform a full range of administrative and technical managerial duties. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience administering a security management program. Experience with security management program must include responsibilities related to information protection, physical security and/or personnel security. Experience with emergency management to include responsibilities related to Occupant Emergency Planning and/or Continuity of Operations Planning. Experience in analyzing, interpreting and implementing regulation, policies and procedures. Knowledge in current information technology trends related to security and emergency program objectives, as well as standard office software, applications and records management. There is no substitute of education for specialized experience for the GS-14 position. Education Education requirements do not apply to this vacancy announcement. Additional Information This position requires that you obtain and maintain a Top Secret clearance. A recruitment or other incentives may be offered at the discretion of the agency.
