Overseas Private Investment Corporation Project Finance Specialist (Relationship Manager) in Washington, District Of Columbia

Summary This position is part of the U.S. International Development Finance Corporation (DFC), Office of Small Business & Financial Services. As a Project Finance Specialist (Relationship Manager) you will be responsible for coordinating with financial intermediaries/institutions and stakeholders to implement and monitor financial relationships and recommend partnerships and products to maximize utilization and development impact and complement existing portfolio. Responsibilities Engages and communicates with financial partners, missions, technical assistance providers, and other stakeholders to improve financial product implementation monitoring and improve financial product utilization and impact. Conducts in-person visits to the field to manage current and develop new relationships, perform in-person stakeholder meetings, hold DFC training sessions, on-board new partners, deliver advisory and technical assistance services, and support DFC's knowledge management platforms and communication service. Develops relationships and partnerships with investors, lenders, and small business on behalf of DFC, who may or may not have had previous interactions or relationships with the U.S. government. Performs economic and financial analyses of private enterprises, financial sector instruments, financial institutions, macro financial conditions, banking sector development, regulatory/legal environment, and macroeconomic projections in developing countries and transition countries' economies. Develops feasible risk mitigating solutions that address major types of risks, including but not limited to credit, operational, reputational, liquidity, market, technical, environmental and economic risks, particularly in developing countries and transition economies. Originates, structures, and assesses financial product transactions (credit guarantees, equity, debt, political risk insurance) in collaboration with U.S. Agency for International Development (USAID) missions and other operating units. Requirements Conditions of Employment Qualifications Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-14 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-13 grade level in the Federal service that includes: 1) develop and maintain key relationships and communications with financial intermediary clients and agencies/organizations to maximize the utilization of financial products within an emerging markets portfolio and support all stakeholders across the implementation process; 2) coordinate with and monitor financial intermediaries to improve the use of financial products (loans and loan guarantees) and track performance in emerging markets and mitigate risks or problem solve issues (such as assessing regional and portfolio credit risk and viability of financial products, structuring finance tools and/or developing/revising legal documentation in the form of contracts or term agreements); AND 3) develop and deliver training and/or other interventions to meet partner needs (such as on-boarding, financial intermediary credit analysis, market research, technical assistance, marketing new products, etc.) Please note: Demonstrated experience working in emerging markets in Latin America, Caribbean and/or, Europe and Eurasia is preferred. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
