The salary range indicated reflects the locality pay adjustment for the Washington, D.C., Metropolitan area. This is a non-supervisory, bargaining unit position. Responsibilities The American Folklife Center at the Library of Congress seeks a Program Specialist to coordinate special projects, administer grants and contracts, perform research and analysis, and maintain relationships with stakeholders in support of the American Folklife Center’s mission to document and share the many expressions of human experience to inspire, revitalize, and perpetuate living cultural traditions. Designated by the U.S. Congress as the national center for folklife documentation and research, the Center meets its mission by stewarding archival collections, creating public programs, and exchanging knowledge and expertise. The range of operational responsibilities includes planning, coordinating special projects, contract, grants administration, research, analysis, and liaison activities in support of the American Folklife Center. The incumbent draws upon a thorough knowledge of the programs, activities, and procedures of the American Folklife Center (AFC) to support the Division. In performing the duties of this position, the incumbent exercises care to ensure that program policies and practices are observed, and that responsibilities are performed in accordance with Library and Federal regulations. Performs a wide range of duties necessary to plan, promote and coordinate special projects of the American Folklife Center either individually, as a participant on committees, or in working groups. Analyzes and resolves complex organizational or program-related problems or issues. Develops and maintains working relationships with various agency stakeholders inside and outside of the Library. Works within policies and procedures governing the organization’s programs to establish and refine Division procedures. Serves as a liaison for the AFC to the relevant Library stakeholders. Conducts extensive research of data from diverse sources. Extracts and assembles information. Uses advanced analytical techniques to develop conclusions. Develops written reports or oral presentations to recommend changes to programs or procedures. Serves as an organizational focal point of contract and grant management, as it relates to issues and analysis in collaboration with the AFC Administrative Officer, Financial Management Directorate (FMD), and Contracts and Grants Management (CGM). Provides recommendations to management with regard to significant contract management operations matters. Plans and coordinates contract, grants administration activities for long-term, extensive technical service contracts. Monitors contract administration including regulatory and statutory provisions through conversations, correspondence, and reports. The incumbent will perform as a COR (Contracting Officer Representative) Level 1. Researches, analyzes, provides advice and assistance on complex program issues, such as, issues that impact substantive program goals, and performance targets. Formulates recommendations that impact both short and long-range planning processes and implementation of program objectives. Identifies and collects necessary data including statistical and programmatic data to share with Library leadership and fulfill reporting requirements; data gathering techniques can include interviews with senior management, program officials, employees and supervisors; assembles and assesses information gathered; formulates findings, conclusions, and recommendations; presents well organized, supportable and clearly expressed results in written and /or oral form. Analyzes complex problems or interrelated issues in developing and maintaining relationships with various stakeholders ranging from Directorate and Service Unit colleagues to AFC’s Board of Trustees and other constituencies. Coordinates in the process of policies and procedures governing the organization's liaison activities. Independently plans and carries out a wide variety of tasks to participate in the planning and execution of major liaison activities in support of organizational programs. Collaborates in the planning the designed to enhance relationships with targeted stakeholders. Qualifications Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Ability to plan and coordinate special projects and programs.* Ability to analyze organizational and operational problems and develop solutions using analytical methods to improve programs and processes.* Ability to interact collaboratively with others in order to provide consultation and liaison services.** Ability to communicate in writing. Ability to apply knowledge of Federal Contracting and Procurement to advise management and other CORs on program problems and issues. Ability to utilize technology to support program analysis and project management work. Ability to communicate effectively other than in writing.
