Corner Alliance Program Manager in Washington, District Of Columbia

About the Role:

As a Program Manager supporting our Federal government client, you will be trusted to manage a team of dedicated consultants with responsibilities spanning: R&D strategy; organizational design; business process development and improvement; client and stakeholder relationship management; team and performance management; portfolio and project planning, execution, and monitoring; and contract management. 

Key Responsibilities include (but are not limited to):  

  • Ensure efficient project oversight, administration, and technical execution

  • Maintain accurate records of project activities, including deliverables, work products, and administrative records such as project financials, compliance, risks, staffing, task priorities, and timelines

  • Work closely with government contracting personnel to determine final scope-of-work details and performance acceptability criteria included in final call orders supported by this BPA

  • Serve as the primary point of contact for Corner Alliance project teams, government staff, teaming partners, and subcontractors involved in the execution of call orders issued through this BPA

  • Assist with the recruiting, hiring, training, and retention of Corner Alliance project teams possessing relevant experience required by call orders issued through this BPA

  • Maintain awareness of emerging technology, policy, and business trends affecting the electrical engineering, telecommunications, and computing research and development industry.

    Location:

    You will work as part of a dynamic team in the National Capital Region. Occasional travel may be required.

     

    Required Experience/Skills: 

  • Bachelor’s degree

  • Minimum 15 Years of experience

  • Experience successfully managing large scale projects, particularly within a government contracting environment/regulations (e.g. FAR, DFARS)

  • Experience working with and managing scientific and administrative professionals on complex technical projects

  • Experience leading or executing on non-personal management support services for government, commercial, and/or academic research and development laboratories

  • Demonstrated ability to understand scientific and technical concepts relevant to electrical engineering, telecommunications, and computing research and development activities

  • Experience managing multiple contracts in parallel with dynamic staffing requirements (i.e. providing near-term surge staffing support based on call order requirements) 

  • Experience driving and codifying team understanding of complex technology research concepts

  • Strong track record of applying critical thinking, domain knowledge, and functional expertise to conduct strategic planning, perform analysis, communicate effectively, and work seamlessly across different functional areas within an R&D context. 

  • Strong understanding of project management methodologies with the ability to adapt to project needs

  • Demonstrated experience in portfolio, program and project management and leading multi-disciplined teams for multi-task projects of high complexity

  • Ability to communicate effectively, both orally and in writing

  • Ability to effectively manage complex projects that facilitate executive-level decision-making

  • Experience managing all phases of the contract life cycle (contract negotiation, initiation, execution, closure / renewal)

  • US citizenship and the ability to pass public trust clearance or suitability

     

    Preferred Experience/Skills:

  • Experience responding to multiple requests for quotation in parallel

  • Knowledge of and experience with processing international work VISAs 

  • Project Management Professional (PMP) certification

  • Relevant experience providing Program/Project Management services for federal R&D organization(s)
