Procurement Directorate Lead
OCT Consulting, LLC is an SBA-certified, 8(a) small business management and technology consulting firm that provides support to Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities and Duties
OCT currently has an opening for a Procurement Directorate (PD) Lead to work with our federal client U.S. Customs and Border Protection (CBP) Office of Acquisition (OA). This position is contingent upon contract award.
Day to day responsibilities include:
Manage the PD contractor team and report to the CSS Program Manager.
Ensure PD team deliverables are timely and of high quality.
Serve as a Subject Matter Expert regarding Acquisition Planning including Acquisition Strategy, Requirements Analysis, and Market Research
Manage pre-Award activities and documentation such as:
Completed and Signed Acquisition Plan
Statements of Objectives (SOO)
Statements of Work (SOW)
Performance Work Statements (PWS)
Quality Assurance Surveillance Plans (QASP)
Functional Requirements or Specification Market Research Report
Independent Government Cost Estimate (IGCE)
508 Determination & Findings
International Traffic in Arms Regulations (ITAR) requirements with appendices
DHS CIO Checklist
Justification and Approval (J&A)
Interagency Agreements (IAA) – Assisted Acquisitions
Interagency Reimbursable Work Authorizations with Appendix A & B
Justification Memorandums
Source Selection Administrative functions
Post-Award Contract Management activities in support of the CBP appointed Contracting Officer Representative (COR)
Requirements
At least 7 years of acquisition program management experience.
Expert level knowledge of DHS Acquisition Program Management processes.
Project Management Professional (PMP), Federal Acquisition Certification in Project/Program Management (FAC-P/PM) or DAIWA certification preferred.
Able to obtain and maintain CBP Public Trust Clearance. Current CBP Clearance highly preferred.
Must be able to commute within Washington DC Metro Area
Must be a U.S. Citizen
