Summary Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category 3 position. The minimum pay for this position is $191,900.00. Pay is set based on consideration of the selectee's current salary and other factors. Routine and situational telework may be approved at the discretion of the supervisor. Veterans preference does not apply to the Senior Executive Service (SES). Responsibilities As a basic requirement for entry into the SES, each applicant must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of executive-level management capabilities that are directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed below. The ideal candidate will have experience managing employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirements in addition to all executive and technical qualification factors will automatically disqualify an applicant. The Departmental Ethics Office (DEO) is responsible for overseeing the Department's statutorily mandated ethics program and derives its authority directly from the Secretary, who by regulation is the head of the agency's ethics program. The Principal Deputy Director is an Attorney-Advisor and considered to be an expert in the field of Government ethics law and rules, including the Hatch Act, and in the management of Government ethics programs. Duties: The incumbent serves as the Alternate Designated Agency Ethics Official (ADAEO) for the Department, with all responsibilities as are established by regulation for the position, including serving as the primary deputy to the Designated Agency Ethics Official (DAEO) in the administration of the Department's ethics program. Serves as a Department expert in the analysis and interpretation of ethics laws and regulations including, but not limited to, the Hatch Act, Procurement Integrity Amendments, the Ethics Reform Act of 1989, and the Department's supplemental ethics regulations and statutory restrictions. Directs the analysis of ethics issues and standards of conduct for use in developing and revising Department ethics policies, financial disclosure procedures, and training programs. Provides advice and guidance concerning interpretations of the Hatch Act, financial disclosure reporting requirements for investment and financial instruments, and the public disclosure policies to the DAEO. Consult and collaborate with the DAEO, the Solicitor as appropriate, and other designated officials to develop and provide legal advice and recommendations regarding the application of the Hatch Act to the Secretary of the Interior. Manage a staff that is responsible for reviewing financial disclosure reports filed by Department employees and ensure reviews are completed correctly and in a timely manner. Monitor the activities of the staff to ensure that they deliver training, provide timely and correct ethics advice, and ensure financial disclosure reports are filed in accordance with applicable laws and regulations. Oversee the development, implementation, and management of the Department-wide system for compliance with the financial disclosure reporting requirements of the Ethics in Government Act of 1978, as well as identifying and making changes to that system when necessary. Manage a staff that is responsible for providing the most senior leaders of the Department with advice and counsel on ethics questions, including legal determinations as to whether the official may perform duties and responsibilities that are necessary for carrying out the Department's mission. Qualifications Executive Core Qualifications (ECQ's)- Required Documentation The Office of Personnel Management has identified five executive core qualifications (ECQs). Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, Public Service Motivation Mandatory Technical Qualifications (MTQs)- Required Documentation MTQs are designed to assess an applicants experience relevant to the specific position requirements. Each MTQ narrative response must 1.) not exceed two pages per narrative statement; 2.) include specific examples of your experience, education, and/or accomplishments; and 3.) address specific challenges, contexts, actions, and results. 1. Expert knowledge of the Ethics in Government Act of 1978, the Hatch Act, and other applicable statutes, rules, regulations, and administrative and judicial decisions pertaining to procurement integrity, fraud, financial disclosure, criminal conflict of interest, conduct, and government ethics, and ability to interpret and apply legal authorities, precedents, and administrative guidance. 2. Demonstrated ability to integrate an ethics program and staff into organization operations, including planning and implementing a comprehensive ethics training program, assuring timely and accurate advice and counsel, and managing effective systems for financial disclosure reports and results. Your responses to the ECQs and MTQs will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of the programs, activities, or services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of actions taken.
