POSITION SUMMARY

  • The Operations Manager provides management and coordination of the activities of skilled trades engaged in a variety of duties which may include heating and air conditioning, mechanical, electrical, generators, carpentry, plumbing, painting and building maintenance activities.

  • The Operations Manager assigns duties and assures work performance for exactness, neatness, and conformance to policies and procedures.

  • The Operations Manager Monitors machines, equipment and filters, and ensures that needed repairs are scheduled and completed by the maintenance technicians.

  • The Incumbent is directly responsible for ensuring the facilities indoor air quality and equipment are properly serviced.

QUALIFICATIONS

  • Bachelor’s degree in a related field, or equivalent combination of education and experience, from an accredited college or university in trades, engineering, architecture, industrial management, construction management or a related field preferred, not required. Seven (7) years minimum experience in building maintenance operations in Federal owned facilities and possess a DC First class operator’s license.

  • Candidate must be able to demonstrate sensitivity to and understanding of the diverse cultural, ethnic and disability backgrounds of facility maintenance. Must possess strong computer skills, including working knowledge of MS Office applications, Computerized Maintenance Management System (CMMS) and/or Maximo. Must possess strong organization, analytical, written and oral communication skills

DUTIES AND RESPONSIBILITIES

  • Develop, plan, and implement goals and objectives for operations and maintenance department; prepare and administer internal policies and procedures relating to department program activities; interprets and explains applicable rules, Melwood policies to supervisors and others

  • Develop schedules, sequences, and assignments for work activities for operations and maintenance projects; monitors workflow for both preventive maintenance (PM) and demand maintenance (DMO) orders to ensure that machines continue to run smoothly, building systems operate efficiently, the physical condition of buildings do not deteriorate, as well as review and evaluate work

  • Supervise all skilled trade personnel; direct, maintain, and enforce the safety program for the maintenance department; review safety records to uphold standard of maximum safety for all maintenance technicians

  • Communicate regularly with maintenance technicians, both individually and as a group, to ensure good two-way communication concerning maintenance issues

  • Track, analyze and improve key maintenance parameters such as outstanding PMOs and DMOs, PMO compliance and scheduling compliance

  • Communicate directly with the work control center to coordinate maintenance and repair work in process areas

  • Resolve employee relations issues before they become performance problems and timely and appropriately correct bad behavior before it impacts individual and team performance and the overall department morale

  • Schedule and approve time off with minimum work disruption

  • Coordinates and approves time keeping in Maximo and UltiPro to ensure that the proper time for all personnel is captured. Reviews, corrects and approves billing reports.

  • Performs other duties as assigned.

SUPERVISION EXERCISED

  • The Operations Manager supervises the skilled trades and maintenance personnel including the Subcontractors, their management and supervisory staff

SUPERVISION RECEIVED

  • The incumbent is supervised by the Senior Project Manager. The Operations Manager also works closely with the Ancillary Manager, Work Control Manager and the supply/procurement department to ensure the timely supply of material and parts for the contract operations and contract performance requirements

PHYSICAL QUALIFICATIONS

  • Must be able to sit 85% of the time; stand/walk 15% of the time; must be able to lift, carry, push and or pull 30 lbs.; must be able to speak clearly, hear and see. All of these requirements are necessary in order to properly accomplish all essential functions within this job description.
