SAIC Operations Analyst -Strategic Coordinator in WASHINGTON, District Of Columbia

SAIC is seeking a TS/SCI cleared Operations Analyst III to support Project Overmatch in the National Capital Region (NCR). The candidate will play a critical role in advancing the strategic objectives of Project Overmatch by serving as a key communicator of its initiatives and projects to senior Navy and Joint leadership. The ideal candidate will leverage operational expertise, senior-level experience, and a deep understanding of U.S. Navy programs, DoD acquisition processes, and naval systems to analyze and recommend solutions for complex organizational challenges.
This position offers an opportunity to directly support the success of Project Overmatch by applying advanced analytical techniques, operational expertise, and strategic communication skills to enhance Navy and Joint capabilities. This is a recently awarded contract, funded for five years.
Duties and Responsibilities:
Strategic Communication:
Serve as the primary communicator of Project Overmatch's strategic initiatives and projects to senior Navy and Joint leadership.
Develop and deliver high-level written reports and oral presentations tailored to diverse audiences, including senior military and government stakeholders.
Advocate for Project Overmatch objectives by translating complex operational and technical information into actionable insights and recommendations.
Analysis and Problem Solving:
Collect, review, and analyze information to identify and define the nature and extent of problems.
Analyze relevant data, including annual revenues, employment, cost performance, schedules, and expenditures, to provide well-informed recommendations.
Interview managers and employees, observe operations, and evaluate organizational processes to identify inefficiencies and areas for improvement.
Solution Development and Implementation:
Develop innovative and effective solutions to organizational challenges related to resource allocation, cost performance, and operational effectiveness.
Develop and advocate strategic operational plans to optimize processes and enhance organizational efficiency.
Collaborate with stakeholders to implement recommendations and monitor their effectiveness.
Operational Expertise:
Leverage extensive experience in U.S. Navy programs and operations to provide informed insights and recommendations.
Understand the organization’s internal structure, culture, and relationships with other government entities to tailor solutions effectively.
Support for Project Overmatch Initiatives:
Assist in planning, coordinating, and implementing initiatives that enhance joint and coalition interoperability and communication.
Analyze data and processes to improve the integration and functionality of Project Overmatch systems and solutions.
DoD Acquisition Expertise:
Navigate and support DoD acquisition processes, including documentation, milestones, and risk assessments.
Provide critical support to the Naval Requirements Board (NRB) and the Joint Capabilities Integration and Development System (JCIDS) process by analyzing capability gaps, preparing documentation, and facilitating the development and validation of requirements.
Collaboration and Stakeholder Engagement:
Foster strong relationships with senior leadership and stakeholders within the Navy and Joint communities.
Act as a trusted advisor, providing timely and accurate analysis and recommendations to support decision-making.

Qualifications
Required Clearance:
- Active TS/SCI Clearance.
Education Requirements:
- Bachelor’s degree in Business Administration, Operations Research, Engineering, or a related field.
Required Skills and Experience:
Ten (10+) years of experience in engineering/science management, operations research analysis, or financial/cost analysis.
Significant experience in U.S. Navy programs or operations.
Strong understanding of DoD acquisition processes and naval systems.
Proven ability to effectively communicate complex findings and recommendations to senior leadership.
Key Skills:
Advanced analytical and problem-solving skills.
Knowledge of naval combat systems and communications.
Proficiency in DoD acquisition frameworks and processes.
Exceptional verbal and written communication abilities.
Strong interpersonal and leadership skills.
Preferred Skills and Experience: Preferred Qualifications:
Master’s degree in Business Administration, Operations Research, Engineering, or a related field.
Program Manager experience with an ACAT level program.
Experience with Project Overmatch or similar Navy initiatives.
Familiarity with Joint systems and initiatives.

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
