Government National Mortgage Association (Ginnie Mae) Mortgage Banking Analyst in Washington, District Of Columbia

Summary This position is located in the Department of Housing and Urban Development, Government National Mortgage Association Ginnie Mae. Responsibilities As a Mortgage Banking Analyst, you will: Monitor the activities of issuers, sub servicers, and custodians to assess their performance, and compliance with Ginnie Mae MBS guidelines and secondary mortgage market practices. Participate in the development of issuer and document custodian field reviews and works with the AE to resolve referred field review findings within prescribed timelines and in accordance with Ginnie Mae requirements. Participate in the acquisition of a defaulted issuer's portfolio consistent with Ginnie Mae policy. This includes pre-default preparation of materials necessary to implement the default, traveling to the issuer's site to execute the default, and post-default activities. Act as Government Technical Representative (GTR) or as Government Technical Monitor (GTM) on contracts with Master Sub-servicers and other Ginnie Mae contractors. Monitor the activities of the Master Sub-servicer, including the sub-servicer's servicing performance and its compliance with the terms of its subservicing contract. Provide assistance in the management of contracts, which includes assisting in the development of Master Subservicing contracts, recommending improvements to current contracts and preparing the modification of the contracts to implement the improvement, participating in the development of contract task orders and reviewing contractor work performed under those task orders, and monitoring task order and contract costs to ensure that the costs do not exceed the maximum allowed. Requirements Conditions of Employment The official duty station for this position will be in Washington, District of Columbia. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: - Interpreting and applying policies and regulations to a program in the housing industry, including utilizing compliance and risk management protocols; AND - Performing mortgage loan servicing, including default management experience with loans backed by Federal Housing Administration (FHA), Veterans Affairs (VA), US Department of Agriculture (USDA) or Government Sponsored Enterprises (GSE) Fannie Mae and Freddie Mac; AND - Analyzing financial data to determine potential risk exposure and level of non-compliance with housing program requirements; AND - Administering contracts with a value of $10 million or greater, including developing requirements, monitoring cost, proposing modifications, or reviewing contractor work. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
