Koniag Technology Solutions, a Koniag Government Services company, is seeking a Mentor/SME with a Top-Secret clearance to support KTS and our government customer in Washington, DC. This position is for a Future New Business Opportunity.

This is in support of The Department of State’s Bureau of African Affairs, Office of Regional Peace and Security (AF/RPS) and Bureau of Political-Military Affairs, Office of Global Programs and Initiatives (PM/GPI) and Office of Security Assistance (PM/SA) have ongoing needs for Professional Support Services to provide advisory and reporting services globally. Successful candidates will provide guidance and support for the U.S. government’s assistance to international partners. They shall have a working knowledge of the languages, cultures, rules, regulations, and practices of the various defense sectors and governments to which they will be exposed. They shall be aware of the austere conditions in, and difficult access to, many of the locales and countries in which they will be expected to perform.
Essential Functions, Responsibilities & Duties may include, but are not limited to:
The Senior Mentor/SME I shall provide on-the-job training, coaching, and mentoring and convey subject-matter expertise to either the Host Nation, Regional Organization, or International Organization personnel, as specified by the Task Order.
The Senior Mentor/SME I shall assist members of the specified Host Nation/Regional or International Organization in accomplishing their objectives related to the specified specialized discipline.
The Senior Mentor/SME I will work with teams of professionals involved in analyzing, designing, integrating, training, testing, documenting, implementing, and maintaining large complex systems.
The Senior Mentor/SME I shall consult with the U.S. Embassy country team at least once a month to ensure s/he is current on all current U.S. Government policy guidance concerning the Host Nation/Regional or International Organization.
The Senior Mentor/SME I, prior to POST arrival shall review all relevant State and interagency guidance regarding U.S. objectives and the broader operational picture the training will support. At a minimum, the Senior Mentor/SME I shall familiarize himself/herself with the following documents:
National Security Strategy (NSS).
Integrated Country Strategy (ICS).
DoD’s Regional Combatant Command Theater Campaign Plan and Contingency Plans.
DoD Country-level Plans.
Requirements:
- Bachelor’s degree and 10 years of prior professional experience working in the relevant specialized discipline.
OR
- Master’s degree and 6 years of prior professional experience working in the relevant specialized discipline.
AND
Experience working overseas.
Fluent English language speaking and writing ability.
Strong analytical skills.
Data collection and analysis
Identify areas that are present for achieving cost savings and needs analysis
Prioritize opportunities for implementation
Assistance in drafting de-scoping and/or contract mods
The Senior Mentor/SME I shall submit a monthly progress report to the Program Office, CO, COR, and U.S. Embassy in the format provided by the Program Office, which will include a Performance Monitoring Framework and Work Plan.
Assistance with drafting requirements and deliverables (Statements of Work, SOP’s, business processes for allocation of equipment, etc.)
Change management and communications
Highly organized/demonstrated administrative skills.
Strong written and oral communications skills.
Willingness to work as a team player in a fast-paced environment.
Experience utilizing cost-analysis techniques and ways to evaluate programs.
Experience utilizing quantitative and/or qualitative analysis and evaluation of programs; U.S. government, or international organization experience preferred.
Required Security Clearance: Top Secret (TS)
Working Environment & Conditions
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. They shall be aware of the austere conditions in, and difficult access to, many of the locales and countries in which they will be expected to perform.
