Summary This position is part of theDepartment of Energy, Office of Intelligence and Counterintelligence. As a Management and Program Analyst, you will be responsible for formulation, coordination, and integration of the organization and the management of data as the Department of Energy, Office of Intelligence and Counterintelligence (DOE-IN) strategic asset. Responsibilities This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion. As a full performance GS-15 Management and Program Analyst, you will: Serve as primary data steward for Restricted Data dissemination & Management Develops data governance methodologies and ensure implementation of such methodologies. Represent data-related for the Intelligence Community (IC) Chief Data Officer Council and other collaborative established by the Chief Data Officer and that are relevant to Office of Intelligence and Counterintelligence. Oversee the enterprise data catalog to registry and track datasets. Maintain liaison and working relationships with Department of Energy (DOE) data scientists to sponsor and promote data science and related data activities through user for across the enterprise. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level n the Federal service. Specialized experience for this position is defined as meeting ALL of the following For the GS-14, experience must be equivalent to GS-13 level: Conducting data analysis research, analyze large amounts of data to identify trends, or conduct studies on data management and protection. Managing the planning, execution, or evaluation of organization programs and operations. Collaborating with customers to evaluate their needs, offer information, or address issues. For the GS-15, experience must be equivalent to GS-14 level: Providing guidance in organizational development, and assist with the design or implementation of new data management technologies. Establishing data access policies or procedures that consistently encourage secure data practices and behaviors. Conducting technical and operational analyses to confirm design of data architectures fulfills the necessary requirements. Evaluating internal processes and procedures and suggest recommendations to meet the organization's requirements. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
