Position Description

The U.S. Department of State is the lead institution for the conduct of American diplomacy and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous, and secure world. The Bureau of International Narcotics and Law Enforcement Affairs (INL) keeps Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores. INL’s Office of Europe and Asia (INL/EA) develops, manages, and oversees United States Government (USG) foreign assistance programs to support comprehensive criminal justice sector capacity development in countries throughout Europe and Asia. The office comprises a Europe Division with three program teams, an Asia Division with three program teams, and a Cross-Cutting Team (CCT). Staff members include Foreign Service Officers, Civil Service Officers, Personal Services Contractors, and Third-Party Contractors. The Management Analyst will sit on the CCT and provide support to the entire office, including the Europe and Asia Divisions and the CCT. This position reports to the Cross-Cutting Team Lead.

Hours for the position will be the core hours of the Department of State: Monday through Friday, 40 hours per week, 8 hours a day. This is a hybrid position that allows for a combination of in-office presence and regular telework. The incumbent’s actual in-office and telework schedule will be determined by the COR and CO, based on INL policy, and is subject to change.

Duties and Responsibilities

  • Support and advise the INL/EA program teams to enable effective program funding for INL foreign assistance programs.

  • Coordinate INL/EA inputs into the INL budget formulation process, coordinating closely with INL’s Executive Office (EX).

  • Support INL/EA staff with the coordination of programmatic and budgetary justifications and responses to congressional and oversight committees, including Office of Management and Budget (OMB), Department, Bureau, and Embassy offices with INL/EX.

  • Advise INL/EA staff on budget formulation and execution issues, including justifications, tracking funding levels, reporting requirements, funding attributions, obligating funds, and tracking spending.

  • Support INL/EA to track and meet end-of-fiscal-year requirements for funding obligations and other deadlines.

  • Work closely with INL/EX budget staff to aid INL/EA staff in monitoring financial plan executions as well as assisting in the oversight of budgets, pipeline, and control of funds by appropriation and program.

  • Aid in compiling and analyzing program and budget data to assist INL/EA staff in tracking program execution, financial planning, and analysis.

  • Track and monitor implementation documents/mechanisms and obligations/sub-obligations submitted by (or involving) INL/EA staff, in coordination with INL/EX, including interagency agreements, bilateral and international organization letter of agreements, grants and contracts, among others.

  • Provide assistance to INL/EA staff and as required, INL/EA posts overseas on all aspects of program management, financial planning, analysis, spend plans and execution.

  • Work closely with INL/EX on financial reporting and assist INL/EA staff in responding to various oversight and auditing entities, including regional bureau assistance coordinators offices, the Government Accountability Office (GAO), Office of Inspector General (OIG), INL/Management Assistance and Post Support (MAPS), and Congressional inquiries, among others.

  • Track execution of programs with regard to resource availability and flexibility within country and regional program accounts.

  • Support and advise INL/EA staff with program funding on contracts, grants, and interagency agreements and transfers to other State bureaus.

  • Coordinate INL/EA inputs to taskers from INL/EX and other INL offices, other Department offices, interagency partners, or other external stakeholders.

  • Effectively enhance the ability of the INL/EA office to support overall mission requirements through the skilled use of spreadsheets or database software, word-processing software, and graphics and presentation software to draft documents.

  • Accurately enter, revise, sort, calculate, and retrieve data for standard reports, prepare and provide graphic symbols, charts, and graphs for viewgraphs and/or paper presentations.

  • Assist INL/EA managers in ensuring that (1) effective internal controls are in place and adhered to in order to protect the integrity of the organization and to prevent waste, fraud, and mismanagement and (2) resources are allocated efficiently, equitably, and in conformance with established policy and regulations.

  • Analyze a large number of financial, program planning, bilateral, and program evaluation documents for standard and ad hoc reports, as needed.

  • Provide feedback to management on best practices for data input, document standardization, organization, storage, and identify recurring issues that should be addressed by management.

  • Provide general administrative and programmatic support to the INL/EA team, including but not limited to assembling briefing books, drafting reports and updates, serving as control officer, and scheduling meetings.

  • This position requires the contractor to provide weekly reports/updates throughout the life of the contract to the onsite supervisor and his/her company program manager.

  • Shall maintain open, timely, and effective communications with the on-site supervisor resulting in a relationship that proactively addresses potential problems with flexible, workable solutions.

Travel Requirements

  • Travel is authorized for this position in accordance with the award and shall not exceed the designated ceiling.

  • Travel related training, may be required.

Minimum Qualifications

  • U.S. Citizen;

  • A Bachelor’s degree from an accredited institution;

  • Four to six years’ experience in relevant field;

  • Demonstrated knowledge of Federal regulations regarding area of specific need;

  • Proficient in Microsoft Office Suite;

  • Demonstrated experience facilitating organizational change;

  • Demonstrated experience working at the U.S. Department of State or experience working on foreign assistance programs or budgets at another Federal agency.

Preferred Qualifications

  • Demonstrated experience working in U.S. government-related foreign assistance program and budgeting, including formulation or execution.

  • Demonstrated knowledge of U.S. government-related financial and program management rules and regulations.

  • Demonstrated experience in financial and/or programmatic analysis.

  • Demonstrated ability to communicate effectively both oral and in writing.

  • Demonstrated ability to establish and maintain effective relationships.

  • Demonstrated ability to provide excellent customer service.

  • Demonstrated skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times.
