Knowledge Management Team Lead (15.01)

We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.

Responsibilities and Duties

OCT is looking to bring onboard an experienced, organized, and detail-oriented Knowledge Management Team Lead to support an anticipated USAID-funded project pertaining to knowledge, data, learning, and training with the USAID Bureau for Resilience, Environment, and Food Security (REFS). This position is contingent upon award.

The project is designed to expand the USAID REFS’ and Feed the Future’s capacity and quality of data management and analysis, organizational learning, and training to promote evidence-based decision-making and programming. The Team Leader will provide strategic leadership and direction primarily for the Knowledge Management work stream while leading team collaboration across all Activity objectives and support robust knowledge management systems for REFS that encompass the collection, organization, and dissemination of critical information.

OCT’s activities in this work stream will drive the overall goal of strengthening knowledge management processes and practices at REFS.

Responsibilities and duties include:

  • Develop and implement knowledge dissemination strategies and frameworks for guiding and updating USAID staff and implementing partners.

  • Provides technical guidance to the KM Team on the development, implementation, and adaption of knowledge-sharing strategies and products.

  • Compile, curate, and catalog knowledge management products for easy access/sharing across the Bureau and across the Agency.

  • Develop and produce knowledge management products such as content inventories, how-to notes, tools, resource guides, newsletters, stories, compilation reports, and social media.

  • Monitor and evaluate knowledge management-related analytics and use this information to inform future knowledge management approaches and better understand user needs and behaviors.

  • Supervise the Knowledge Management Team’s provision of quality and timely technical services primarily in the KM workstream while ensuring KM Team collaboration with other technical teams.

  • Develop and disseminate information and lessons learned, good practice, development challenges, and opportunities related to the work of REFS.

  • Develop learning agendas across REFS following parameters set by the Bureau for Planning, Learning and Resource Management (PLR).

  • Coordinate with USAID staff, implementing partners, and other key stakeholders to capture and curate content for knowledge management purposes to facilitate decision-making, learning, and adaptive management.

  • Help to determine how new technology such as Natural Language Processing, Large Language Models, and Artificial Intelligence can be employed to improve knowledge management activities.

Requirements

Qualifications and Skills

  • At least eight (8) years of work experience providing knowledge management support within the Federal government, preferably in the sectors of agriculture, environment, and/or food security.

  • Experience developing knowledge management systems in International Development contexts.

  • Experience working on USAID-funded projects in the area of agriculture, environment, and/or food security.

  • Senior-level experience in developing and implementing knowledge management activities, including the development of knowledge products, content inventories, how-to notes, tools, resource guides, newsletters, stories, compilation reports, and social media.

  • Experience developing complex knowledge management systems in International Development contexts.

  • Familiarity with USAID’s Global Food Security Strategy.

  • Experience with online and face-to-face approaches (e.g. workshops, webinars) to knowledge management and learning.

  • Demonstrated experience facilitating multiple projects spanning multiple stakeholder groups

  • Demonstrated experience critically analyzing complex problems across multiple organizations

  • Excellent organizational and detail-oriented working style

  • Excellent written and oral communication skills, and the ability to work collaboratively in support of senior government stakeholders

  • Proficiency in Microsoft suite of programs, as well as Google tools to manage Shared files

  • Demonstrated experience managing competing priorities and multiple taskings, and work in a fast-paced working environment

  • At least a Bachelor’s Degree in knowledge management, information science, international development, public administration, or a related field; Master’s degree preferred

  • Must possess or be able to obtain and retain a Moderate Risk Public Trust clearance; the investigation will involve a credit, fingerprint, and law enforcement agency check (Current DoD Secret or higher clearance preferred)

Ability to Commute/Relocate

The position is primarily remote but may require occasional in-person presence for meetings and client collaboration at the Federal client site in the D.C. Metro Area.

Pay: $120,000-160,000 per year, commensurate with experience and education.
