Summary The Federal Retirement Thrift Investment Board (FRTIB) is looking for a highly qualified and motivated individual to serve as an IT Specialist (INET). This Job Opportunity Announcement (JOA) may be used to fill other IT Specialist (INET), GS-2210-14 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience. Responsibilities The major duties of the position are: Addresses compliance requirements in IT design, development and maintenance life cycles and processes and ensures accessibility needs are clearly defined in development and systems requirements. Works with the Office of External Affairs (OEA) to design and update public-facing content. Monitor site functionality and security; troubleshoot and resolve technical problems with website design and delivery. Assists in cloud IT platform-related work performed on assigned contracts, including evaluating contractor performance, ensuring compliance with contractor requirements, identifying and resolving problems and issues, and authorizing payments for services and deliverables received. Establishes and maintains effective relationships with management officials and technical specialists in other technology areas in order to effectively plan, manage, collaborate on, and integrate program activities. Develops and provides guidance on project plans for cloud initiatives, to include prioritizing projects; formulating technical scope and objectives; specifying strategy, resources and scheduling; developing requirements; conducting analyses and identifying risk; collaborating on design and acquisition; overseeing implementation and testing; coordinating deployments; and evaluating and monitoring progress and achievement of project goals and objectives. Serves as the Agency 508 Compliance Contracting Officer's Representative (COR) responsible for leading agency compliance activities and processing 508 compliance complaints to ensure digital services and technology solutions are accessible and usable for employees and members of the public with disabilities. One-year probationary period may be required. Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level I is required within 6 Months of the effective date of employment. Selective Service. Background Suitability Investigation. Continued employment is contingent upon satisfactory completion of a background investigation and the granting of a federal suitability or security clearance. Qualifications To qualify for this position applicants must meet the Basic Requirement and the Specialized Experience as described below. Basic Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience: Applicants must have at least one year of full-time specialized work experience comparable in scope and responsibility to the next lower level, GS- 13, in the federal government. Specialized experience is defined as: performing website management, administration, and development efforts; leading the overall technical design and structure of the public-facing Agency/Business website; monitoring site functionality and security; and troubleshooting and resolving technical problems with website design and delivery. Staying abreast of and evaluating new website services and technologies in order to anticipate future requirements and capabilities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Education Education may not be substituted for experience for this series and grade combination.
