Pipeline and Hazardous Materials Safety Administration Human Resources Specialist (Staffing and Classification) in Washington, District Of Columbia

Summary This position is located in Pipeline and Hazardous Materials Safety Administration (PHMSA) Office of Human Resources. You will provide a variety of human resources management and advisory services in the following specializations: position classification, staffing and recruitment, and automated staffing. In all areas, you will work closely with a senior specialist when performing human resource functions. Responsibilities The Human Resources Specialist (Staffing and Classification): Participates as a business partner and advisor to management and staff regarding their roles and responsibilities in implementing HR programs, activities, and individual personnel actions. Provides recruitment and staffing services for assigned organizations. Prepares draft vacancy announcements for internal, status, and public announcements via merit promotion and Delegated Examining Authority (DEU). Evaluates and determines candidates' qualifications for positions through merit promotion and DEU, receiving assistance on announcements and situations that are highly complex or unique. Assists in providing guidance to human resource specialists, employees, and applicants regarding various human resources matters, particularly as they relate to the staffing process, data analysis, information management related to staffing and recruitment, qualifications analysis, and the selection processes. Has skill in written and oral communications to prepare various memoranda, draft position papers and policy statements, and to interact with employees, supervisors, managers and other HR professionals at various levels. Provides expert advice on a broad range of human resources functions and program operations. Advises employees and managers on all areas of federal human resources management. Supports the Human Resources Division in multiple program areas and serve as a liaison to the PHMSA Headquarter and regional offices. The ideal candidate will provide a variety of human resources management and advisory services in the following specializations: position classification, staffing and recruitment, and automated staffing. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience providing Human Resources services (i.e., recruitment and placement, staffing, and/or classification, HR systems, automated staffing) including serving as a technical resource and/or consultant for management officials and employees. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience using human resources laws, regulations, principles, and practices and procedures in order to provide authoritative advice and consultation to management officials. Experience providing staffing, position classification, position management, and short- and long-term recruitment initiatives, in an operating Human Resources environment. You cannot qualify on education at the GS-12 level; you must have experience. Personnel and Human Resources: Knowledge of hiring, classification, benefits, labor relations, negotiation, and Federal, state, and local employment regulations. Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
