POSITION OVERVIEW

DEFTEC Corporation is seeking a Human Capital Analyst to provide Manpower and Process Improvement Support enabling the Secretary of the Air Force, International Affairs Programming and Resources Division (SAF/IAPR), Human Capital Development Branch mission.

JOB RESPONSIBILITIES:

  • Prepare organizational and functional charts for all Divisions and Directorates, apply manpower standards, and perform analysis in accordance with AFRCMD 1140, FPD 38-2, AFMAN 38-201v1/v2/v3, AFI 38-101, 38-201/22/203/204.

  • Coordinate with SAF/AAR and 811th FSS to obtain SAF/IA's monthly Unit Manpower Documents (UMDs) and Unit Personnel Management Rosters (UMPRs) for Division, Directorate, and senior leadership review and use.

  • Initiate all Government-directed manpower change actions to ensure all UMDs and its associated UMPRs are accurately depicted.

  • On a weekly basis, maintain and edit SAF/IA's entire internal manning/personnel Situation Report (SITREP) then publish monthly for Division, Director, and senior leadership review and use. Incorporate UMD and UMPR details in the SITREP to facilitate Senior Leadership review. Proactively coordinate contractor workforce with Contracting Officer's Representative (COR).

  • Reconcile all manpower products to reflect any/all manpower change actions, updates, deletions, and changes (e.g., UMD, UMPR).

  • Draft SAF/IA Military and Civilian Extended Training Service Specialists, and Military Personnel Exchange Program manpower change actions, and conduct studies to define defendable manpower requirements.

  • Assist in data collection, storage, and management of current and five-year long Future (fiscal) Year Defense Plan manpower update information. Coordinate updates with the Administrative Assistant to the Secretary of the Air Force, Resources Directorate (SAF/AAR), Air Force Personnel and Manpower Directorate (AF/A1), Air Force Material Command HR and Manpower, and Air Force Security Assistance Training as needed, and assist with ad-hoc manpower data calls.

  • Actively participate in the Manpower Integrated Process Team to review work processes and evaluate position mix among military, civilian, and contractor employees to ensure mission accomplishment and the most efficient and effective use of resources

  • Serve as the process improvement analyst focused on improving the efficiency of various human capital services for SAF/IA. Support the assessment of current work processes and identify improvements to those processes. Develop and implement process improvements, upon Government and COR approval

  • Work efficiently and effectively with any version of the Microsoft Office Suite software applications in day-to-day researching, writing, coordination, and revision of communication materials (e.g., briefings, talking points, etc.).

  • Read, write, and communicate professionally and effectively across the civilian and military spectrum from Action Officer to the General Officer/Flag Officer.

  • Perform duties at the Pentagon, Washington, D.C., and/or via Government approved telework arrangement

    REQUIRED QUALIFICATIONS:

    Education & Experience

  • Bachelor's Degree in Business Administration, Finance Business Management, Human Resources, or similar field of study

  • 7+ Years of experience in USAF manpower and personnel program management

  • Knowledge and understanding of USAF roles and missions

  • Knowledge and understanding of USAF human capital development and workforce initiatives

  • Excellent written and verbal communication skills

  • Expertise with Microsoft Office Suite

  • Hold an Active Secret Clearance
