Noblis Fleet Introduction Support Project Analyst in Washington, District Of Columbia
Responsibilities
The Project Analyst will serve as advisor to PMS 339 Fleet Introduction Support Services leadership to address a wide variety of interrelated subject matter that can include financial, contractual, programmatic, or other program office focus areas.
Assist in the development/monitoring of long-range plans for the cost, performance, schedule of diverse teams and training system acquisition efforts; exercise significant judgment and experience to recommend priorities.
Assist in the coordination of projects concerning the development, installation, integration, and testing of new training systems. Brief PMS 339 senior leadership and make recommendations based on findings.
Prepare coordinated reports, presentations and briefings in support of program actions. Analyze requirements to develop program reporting including the specifications, data gathering and analytical techniques, and evaluation methodology.
Conduct studies, surveys, reviews, and/or research projects to evaluate program accomplishments, effectiveness, and/or compliance with meeting specific goals, objectives, rules, and regulations. Develops evaluation plans, metrics, procedures, and methodology as a result of studies performed.
Identify and develop solutions for facility requirements, shortfalls, deficiencies, and excesses. Identify all condition and configuration deficiencies that facility projects need to resolve and the impact if capability gaps are not corrected. Identify any problems or shortfalls in facility services being provided and the impact to the PRECOM Detachment's operation and training mission due to these service deficiencies in order to establish solutions. Notify PMS 339 of facility maintenance and repair issues that adversely impact a PRECOM Det's ability to meet mission requirements.
Aid in the creation and updating of Crew Scheduling and Phasing Plans (CSPP's) and Load Plans.
Develop cost analysis, statements of work, impact statements, task planning sheets, and technical evaluations.
Required Qualifications
Bachelors degree and 5 years of Surface Navy experience or high school diploma and 11+ years Surface Navy experience
DoD Secret clearance is required
Demonstrated Project Management/Project Analyst expertise supporting government projects from resourcing to delivery
Outstanding oral/written communication skills
Proficiency with Microsoft Office
Desired Qualifications
Navy Program Office Staff or Acquisition Experience
Navy Training Experience in an instructor billet
Familiarity with NAVFAC processes

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
Posted Salary Range
USD $74,500.00 - USD $116,425.00 /Yr.
