Agriculture, Rural Development Financial Management Analyst in Washington, District Of Columbia

Summary This position is located in the Office of the Chief Financial Officer (OCFO), under the administrative control of the Chief of Operations (COO) within the Rural Development (RD) Component, under the United States Department of Agriculture (USDA). Responsibilities Undertakes detailed financial analysis and review of program management and policy aspects of legislation, regulatory and budget actions related to the financial management of RD programs. Coordinates and performs special studies and assignments and analyzes agency proposals for impact of use of funds to determine conformance to Department policy and practice. Assist in providing advice and consultation on program budget and regulatory formulation, development, presentation and review to mission area officials. Conducts policy evaluation to measure impact of RD's policies on economic, social and environmental effects and reviews and monitors agency progress and maintains policy analysis and evaluation inventory. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. For the GS14 level: Applicants must possess one year of specialized experience equivalent to at least the next lower grade level or it non-Federal equivalent that demonstrates: Expert knowledge and application of financial management concepts, principles practices and appropriations law and demonstrated ability to provide guidance to management official on budget and financial plans; ability to analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions; Experience executing, reviewing, and evaluating accounting policies and programs, including audit follow up and account reconciliation. There is no substitution of education for experience at this grade level. This position requires a favorable credit check as part of the background investigation.
