Financial Analyst III (Capitalization)

CEXEC, Inc. has an immediate opening for an experiencedFinancial Analyst III (Capitalization)to join a dynamic team of professionals supporting the Federal Aviation Administration.Have performed financial statement audits, financial data analytics, and financial system audits. Prefer FAA Capitalization and Asset Management experience and experience using the FAA financial systems, software, and reports identified in the Task Order Work Areas.

Responsibilities

  • Support Capitalization by performing financial analysis of all funding to assist the FAA and Program Office staff in determining status of funds, commitments, obligations, expenditures, and capitalization of assets.
  • Support the National Program Capitalization Team (NPCT) by collecting, analyzing, and managing data from all phases of the systems life cycle.
  • Support the enhancement, documentation, and maintenance of capitalization processes within AFM to ensure that FAA meets accounting capitalization criteria through the timely capitalization of FAA assets.
  • Assist in the analysis of AFM's capitalization processes and provide recommendations for improved performance where needed.
  • Support execution of the capital burden rate in DELPHI. This includes variance analysis between calculated and booked burden rate and corrective adjustments to the burden application.
  • Provide functional operational training to the AFM organization to ensure that program offices are knowledgeable in the application of capitalization criteria to their programs, to promote a better understanding of the entire FAA capital process, and to enhance their role in the management of organizational assets.
  • In collaboration with FAA, provide functional operational assistance to AFM to enhance and upgrade new business process workflows governing the formulation, execution, closeout, cost accounting, capitalization, and reporting of capital expenditure programs and capital assets.
  • Provide functional expertise to assist in improving user capabilities and proficiency, reengineering of business processes, and framing of emerging systems requirements.
  • Support DOT and AFM in the sustainment, enhancement, and usage of the Delphi system for operational/financial management and reporting, by assisting in the strategy and tool set for measuring performance, improving predictability, control, and effectiveness of AFM and FAA operations.
  • Support the advancement of standard and ad-hoc reports used by the FandE, OPS, and REandD community to manage, extract, and analyze projects, schedules, budgets, and financial data.
  • Participate in daily operations, supplementing AFM staff to perform such tasks as responding to requests for operational Information or management reports.

Requirements

  • FAA / Federal Financial Capitalization and Asset Management experience
  • FAA DELPHI financial experience
  • 5 - 10 years' experience
  • FAA Experience (preferred)

Education

  • A Bachelor's degree from an accredited college or university is required.

Travel

  • 0-5% (negligible)
