Department of State - Agency Wide Ethics Program Specialist in Washington, District Of Columbia
Summary This position is located in the Financial Disclosure Division of the Office of the Assistant Legal Advisor for Ethics and Financial Disclosure (L/EFD). The office provides legal advice and technical services concerning the standards of ethical conduct and financial disclosure reporting for the entire Department. Responsibilities Reviews new entrant, annual, and termination public financial disclosure forms and confidential financial disclosure forms; drafts letters regarding financial disclosure matters such as ethics undertaking letters and general advice. Ensures technical accuracy and completeness of all reports and ensuring that each filer's financial holdings and business activities of corporations, multinational and other corporate entities are thoroughly analyzed for conflicts of interest. Performs a wide variety of data management duties associated with the use of the Financial Disclosure Management System (FDM), the Financial Disclosure Tracking System (FDTS), and Integrity.gov; assists with ensuring systems are up-to-date. Monitors the accuracy of the database for tracking the Department's financial disclosure reporting, ethics training, ethics undertaking letters, and general advice; provide recommendations on database needs to support program functions. Assists management in formulating financial disclosure program policies, designing and implementing new systems to manage the program, educating department staff, and otherwise enhancing general compliance with ethic laws and regulations Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience managing a database system to compile data, track task progress, and generate/create reports. Experience analyzing information to prepare written reports and communicate complex technical information at all levels of an organization. Experience analyzing financial information to make recommendations on potential conflicts of interest. There is no substitute of education for specialized experience for the GS-12 position.
