The Emergency Management Specialist will work at the U.S. Agency for International Development (USAID) Office of Management Services (M/MS). The Emergency Management Specialist will support the design, development, and implementation of the Agency’s Occupant Emergency Program as well as the Continuity of Operations (COOP) Program for USAID Washington, DC Headquarters Facilities and Overseas Missions to ensure compliance with GSA, FPS, ISC, OSHA, and WH, DHS/FEMA requirements.

Responsibilities

  • Develop and update the Agency Facility Occupant Emergency Plans, printed by USAID

  • with directions for occupants to follow during emergencies.

  • Develop and update COOP and Emergency Management Automated Directives System (ADS) Policies, Plans, and Standard Operating Procedures (SOPs).

  • Develop and update Mission Continuity Plan and Mission Multi-year Test, Training, and Exercise Plan Templates

  • Create executable, tactical procedures for emergency response personnel at USAID with special emphasis placed on tool development, like checklists.

  • Prepare orders of operation that include timelines, flowcharts, and job aids.

  • Support and conduct emergency management, COOP, and Mission Readiness Assessments.

  • Prepare emergency signage (printed by USAID) for shelter-in-place incidents, building closures, and 100% identification checks.

  • Prepare for, participate in, and facilitate hotwashes and Action Reports (AAR) for various emergency management and COOP activities.

  • Provide an improvement plan and draft strategic recommendations based on results from tabletop exercises.

  • Prepare training and production materials for the annual National Preparedness Month.

  • Update the COOP program to comply with anticipated revisions to Federal Continuity Directives 1 & 2, as well as any additional regulations released by FEMA/DHS during this contract’s period of performance.

  • Prepare the COOP Program for evaluation using the most recent FEMA Continuity Evaluation Tool.

  • Support Emergency Notification System (ENS) alert and notification testing and training.

  • Support the facilitation of annual COOP awareness training for each division at USAID (approximately 23 subcomponents).

  • Facilitate internal training, to include: First Aid, CPR/AED, and Stop-the-Bleed training.

  • Provide COOP and Emergency Management program inputs and brief updates at the Monthly Readiness Meeting.

  • Other administrative duties, including maintaining and updating emergency management

  • and COOP rosters, restocking first aid kits, maintaining CPR/AED and COOP Site inventory logs, ENS and GETS Distribution List, developing action memos, and Agency Notices, as assigned

  • Periodically perform duties at the Alternate Operating Facility at the National Conference Center in Leesburg, VA.

  • Other duties as required.

Qualifications

  • Bachelor’s degree required

  • 5+ years of emergency management, COOP, or related experience. This includes 2+ years of experience as a support contractor, government/ military staff, or industry staff

  • Secret clearance required

Knowledge, Skills, and Abilities:

  • Ability to gather and analyze data effectively

  • Ability to apply critical thinking to a wide variety of problems

  • Ability to comprehend and analyze complex problems

  • Skilled in Google Workspace to include Google Docs, Google Sheets, and Google Slides.

  • Able to embrace a team concept and work well in a team environment

  • Possession of excellent oral and written communication skills

  • Ability to travel domestically and internationally 2-4 times per year

  • Ability to become Instructor-certified in First Aid, CPR/AED, and Stop-the-Bleed

  • Ability to provide coverage for 8 hours per day, Monday through Friday for a total of 40 hours per week. On-site requirement of three days per week. General office hours are between 8:00 - 5:00. Due to the nature of the position, there may occasionally be irregular hours
