[Program Description:[ In support of the Office of State Superintendent of Education, (OSSE) Alternative Transportation Services Program, All Pro All Services (APAS) provides transportation services to eligible District of Columbia students to and from home and their education programs and/or school, as specified. The transportation services include the provision of a vehicle, motor vehicle operator, **vehicle attendant and it may require, a vehicle with a wheelchair lift. Transportation services in accordance with the assigned OSSE-DOT generated trip ticket(s). The Dispatcher will provide trip tickets to the Driver and Transportation Assistant that include the pickup and drop off windows for students. Depending on the pickup and drop off locations, AM and PM legs of routes can be between 30 minutes, and up to three (3) hours. There may be exceptions to these estimated timeframes where trip legs are longer, due to traffic, road closures or construction or even due to inclement weather.

  • The Driver will follow the Trip Tickets provided by Dispatch for pickup and drop off locations for both AM and PM shifts.

``` - Possess a valid Driver License without violations.

``` - Obey the rules of each jurisdiction where students are transported.

```{=html}

``` - Ensure the safety of passengers (e.g. students and Transportation Assistants).

``` - Ensure the safety of each student by providing support and instruction to the student to ensure their understanding and compliance with vehicle safety and disciplinary rules.

  • Check the student(s) for transport seat belts and ensure that they are securely fastened and remain fastened while students are being transported. .

``` - In the absence of Transportation Assistance, ensure students are not unattended at the pick-up and/or drop-off addresses.

``` - In the absence of Transportation Assistance, ensure that the student is always received by an adult 18 years or older unless authorized for independent student drop-off is noted on the Trip Ticket.

``` - Check wheelchair(s) and ensure that they are securely fastened and immobilized, and students are securely belted in, if applicable.

``` - Must follow DC and federal laws that govern alcohol and controlled substance testing. (DC Official Code 1-620.11 (2014 Repl.), and federal regulations issued pursuant to 49U.S.C. 31306 (currently, 49 C.F.R. Parts 382-385)).

  • Driver is considered a safety-sensitive positions and shall comply with applicable documents, No.13 Subsection 410.1 and 410.2 of the District of Columbia DC Personnel Regulations, Chapter 4. C.3.11

``` - Trained in the following CPR, First Aid, ADA , Customer Service, Communication, and Stress Management, Disability Awareness Training - assisting the visually impaired; hidden disabilities; stroke, epilepsy, and seizure disorders;

``` - Attend the District-provided on-line/virtual training to support the provision governing (District of Columbia transportation of students with disabilities policies and procedures Operation of specialized equipment utilized by a student or student(s); Discipline of students in accordance with IEP-related behavior management plans and ensuring that students remain in their seats during transport; and Securing vehicle seat belts, wheelchairs, and necessary supports. Outlined while transporting OSSE-DOT students.
